Not a valid bookmark self-reference., each of the seven comparable apartments are included once <br />again. However, this time they are ordered by the calculated rate of occupied spaces to occupied apartment <br />units. This provides a better understanding of how the available spaces (supply) are utilized by the tenants <br />(demand). The proposed <br />Rice Street development, with its calculated 1.48 spaces per unit, would be higher than most comparable <br />apartments except for two. Across all seven comparable apartments the highest utilization was 88 percent, with <br />all other apartments utilizing less than 80 percent of available spaces and many utilizing less than 70 percent. <br />Table 3. Despite most apartments having a much higher supply (blue) than the proposed Rice Street <br />development their corresponding demands (green) are much lower. Cedars Lakeside is the one outlier that <br />results in demand being a lot closer to the supply. <br />Table 4. Parking Generation Estimate – Occupied Spaces per Occupied Unit <br /> <br />4. Site Plan Review <br />A brief review of the proposed site plan was completed to identify any issues regarding parking for the proposed <br />development. All appropriate areas are utilized to provide as much parking as feasible given the site constraints. <br />Additional parking would have significant impacts to pedestrian/bicycle facilities, landscaping, and drive lanes. <br />An additional 24 stalls assigned to Flameburger, which operates from 6:00am to 2:00am daily, are within the <br />larger apartment parking lot and will be signed for Flameburger use only. These stalls were excluded from any <br />comparisons and/or calculation of proposed parking supply rates. A lot share agreement could be considered if <br />additional parking is needed for the apartment and/or Flameburger does not utilize all of their parking, however, <br />this is not currently being considered and would ultimately require City approval. <br /> <br />
