Conclusions & Recommendations <br />The following study conclusions / recommendations are offered for consideration: <br />• The proposed parking supply of 237 stalls exceeds the anticipated range of peak parking demand of 202 <br />to 218 parked vehicles as documented using the ITE Parking Generation Manual . <br />o An additional 24 stalls assigned to Flameburger, which operates from 6:00am to 2:00am daily, <br />are within the larger apartment lot and will be signed for Flameburger use only. These stalls <br />were excluded from any comparisons and/or calculation of proposed parking supply rates. <br />• The proposed parking supply (1.48 spaces per unit) also exceeds the calculated average of peak parking <br />demand based on data from comparable apartments (1.40 spaces per unit). <br />• The proposed Rice Street development is designated as affordable housing, of which most tenants are <br />typically single driver households due to the income restrictions of affordable housing developments. <br />• Metro Transit’s plan to construct and open the METRO G Line in 2026 and 2027, a planned arterial bus <br />rapid transit (BRT) line, from Little Canada through downtown St. Paul along Rice Street and <br />Robert Street will provide residents an alternative mode of transportation. <br />o There are planned BRT stations at both County Road C and County Road B2 approximately one- <br />quarter mile north and south of the proposed Rice Street development, respectively. <br />Based on rates included in the ITE Parking Generation Manual, peak parking demand calculated from <br />comparable apartments, the anticipated tenants of the proposed development, and the availability of transit <br />options along the Rice Street corridor the proposed number of parking stalls is expected to be adequate . <br />
