i'4INUTES <br /> City Council <br /> (Cont'd.) <br /> January 9, 1980 <br /> Planning The terms of four Planning Commission members expired on December <br /> <br /> Commission 31, 1979. These members are: P4r. Gene De1onais, P4r. Ralph Nardini, <br /> <br /> Appointments Mr, Jack Radford, and Mr. Frank V~linecki. All have requested <br /> <br /> and reappointment to the Planning Commission for another three year term. <br /> Council <br /> Voting Councilman Fahey stated that he asked the City Clerk to put together <br /> Procedures a recap of the attendance of these four individuals at Planning <br /> Commission meetings. Fahey suggested that if any individual had <br /> a poor attendance record, perhaps someone else should be appointed <br /> to the Planning Commission. <br /> Councilwoman Scalze stated that she agreed with this, and also <br /> commAnted that the Planning Commission should be informed of the <br /> importance the Council places on its function. <br /> Councilman Fahey stated that when the Council votes by ballot on an <br /> appointment, the individual Councilmembers' votes should become a <br /> matter of public record and be indicated in the Council minutes. <br /> Fahey also stated that the Council should direct the Free Press that <br /> :hen it writes an article on an appointment it should include in that <br /> article the votes of the individual Councilmembers. <br /> Attorney Parks informed the Council that he was reviewing the State <br /> open meeting law, and that the law indicated that votes by ballot <br /> must become public record after the vo~es have been counted. <br /> Other Councilmembers were in agreement with making the votes a matter <br /> of public record, but disagreed with directing the Free Press to <br /> include the individual Councilmembers' votes in any articles they <br /> might write. This might be considered interference with the freedom <br /> of the press. <br /> Mr, Fahey introduced the following resolution and moved its adoption: <br /> RESOLUTION N0. 80-1-19 - DECLARING THAT COUNGILMEMP,ERS' <br /> INDIVIDUAL VOTES IPl MAKING APPOINTP4ENTS BY BALLOT BECOME <br /> A MATTER OF PUBLIC RECORD AND BE PUBLISHED IN THE MINUTES <br /> OF THE MEETING AS A MATTER OF PUBLIC RECORD AND TfIA1' THE <br /> FREE PRESS BE DIRECTED THAT IF THF_Y WRITE AN ARTICLE ON AN <br /> APPOINTMENT, TREY SHOULD INCORPORATE IN THAT ARTICLE THE <br /> VOTES OF THE VARIOUS COUP~CILMEMBERS <br /> The foregoing resolution ~•aas duly seconded by P4r.
