MINUTES
City Council
(Cont'd.)
January 31, 1980
Councilman Fahey stated that he and the Mayor directed the City Clerk
to send a letter to Midwest Planning requesting the return to the City
of all the City of Little Canada's records. The Clerk was also
requested to have Northwest Associated Consultants submit their
proposal to finish work on the City's Comprehensive Plan.
Councilman DeBace stated that the Council will have to take a hard look
at the situation at the February meeting to determine if the City should
hire Northwest Associated Consultants as their planner or look for a
planner somewhere else.
The Planner reported that he would have the housing plan to the Council
members in a week or so.
Review Of Brad Nielson stated that the purpose of tonight's meeting was to finish
Proposed reviewing the proposed zoning ordinance. Council and the Planning Commission
Zoning began reviewing the Administrative Section of the proposed ordinance.

Ordinance
Councilman Fa'ney reminded the Planner that at last rweek's meeting the
Planner was instructed to reword paragraph C on page 66 and add file
word "area"to that paragraph.
Councilman Fahey asked if the Council vaanted to hold a hearing on all
cond itional use permits. Councilman fJadeau stated he would like to see
a hearing held on alt conditional use permits. The request for such
a permit would first be reviewed by the Planning Commission. The Planning
Commission makes its recommendations to the Council and at the Council's
next regular meeting a hearing is scheduled.
Councilman Fahey brought up a question concerning paragraph I. on page 63.
Fahey asked if the City should request a certified abstractor's report
from the person .requesting a conditional use permit so that the City can
notify all property owners of the request within 350 feet.
Gouncilman Oef3ace stated that the City now requires property owners
within different distances be notified for different types of requests.
The Planner stated that 350 feet has been used uniformly in the proposed
"Zoning Ordinance. Attorney Parks stated that if the Council ever wished
to lower the 350 feet requirement, they could do so at any time.
The Planner stated that the 350 feet requirement is statutory for public
hearings on variances.
Councilman Fahey brought up the point that if the City requires an
abstractor's report in the instances of condominiums or toamhouses, this
could get quite costly to the person making the request for a conditional
use permit or variance.
Councilman Fahey stated that a clause should be added to paragraph I
stating that in the case of a condominium or townhouse a list of the
owners furnished by the homeoumers association would be sufficient.
Fahey suggested that the Subdivision Ordinance also be amended to reflect
this.
Page -2-
