MINUTES OF THE SPECIAL MEETING
CITY COUNCIL
LITTLE CANADA, MINNESOTA
June 25, 1980
Pursuant to due call and notice thereof a special meeting of the
Council of the City of Little Canada, Minnesota was held on the
25th day of June, 1980 at the Little Canada School located at
400 Eli Road in Little Canada.
The Mayor, Mr. Raymond Hanson, chaired and called the meeting to
order at 7:40 P.M.
MEMBERS PRESENT: Mayor Mr. Raymond Flanson
Councilman Mr. Robert DeBace
Councilman Mr. Michael Fahey
Councilwoman Mrs. Beverly Scalze
MEMBERS ABSENT: Councilman Mr. Roy Nadeau, Jr.
ALSO PRESENT: City Clerk Mr. Joseph Chlebeck
City Planner Mr. Brad Nielson
Recording Secretary Mrs. Kathleen Glanzer

Proposed

Zoning The City Planner informed the Council that the proposed Zoning
Ordinance Ordinance is the culmination of the comprehensive planning procedure.
The Planner also informed the Council that the zoning map the
Council has before them is a reflection of the City's existing zoning
translated into the zoning districts developed in the proposed Zoning
Ordinance.
Mr. Nielson also stated that the proposed Zoning Ordinance is an
implementation of the land use plan. Nielson stated that the City's
present Zoning Ordinance is out-of-date and the proposed Zoning
Ordinance reflects more recent development in the City and State Law.
Mr. Nielson asked if there were any questions from the audience.
Mr. Lahlay stated that he has a piece of property on Little Canada Road
that is presently zoned General Business. The proposed Zoning Ordinance
is sugggesting that piece of property be rezoned Residential Business.
Mr. LaMay asked fora definition of the Residential Business zoning.
Mr. Nielson stated that the zoning map the Council will be adopting
tonight does not change the zoning of any property. The map merely
translates the existing zoning to the new zoning districts. In order
for any property to be rezoned, there will have to be a public hearing
on the rezoning. The map is only changing the terms the various zones
are identified as.
Mr. Nielson informed Mr. LaMay that the Residential business zoning
provides for either residential or business development. Any development
does not have to be a combination of residential and business. Under
this zoning residential is a permitted use. However, the commercial
uses outlined under the Residential business section of the proposed
Zoning Ordinance are on a conditional use basis and the higher density
residential development is also on a conditional use basis.
Page -1-
