MINUTES OF THE SPECIAL MEETING <br /> CITY COUNCIL <br /> LITTLE CANADA, MINNESOTA <br /> July 30, 1980 <br /> Pursuant to due call and notice thereof a special meeting of the Council <br /> and the Planning Commission of the City of Little Canada, Minnesota was <br /> held on the 30th day of July, 1980 in the Council Chambers of the City <br /> Center located at 515 Little Canada Road in said City. <br /> The Mayor, Mr. Raymond Hanson, chaired and called the meeting to order <br /> at 7:42 P.M. <br /> COUNCIL <br /> MEMBERS PRESENT: Mayor Mr. Raymond Hanson <br /> Councilman Mr. Robert DeBace <br /> Councilman Mr. Michael Fahey <br /> Councilwoman Mrs. Beverly Scalze <br /> COUNCIL <br /> MEMBERS ABSENT: Councilman Mr. Roy Nadeau, Jr. <br /> PLANNING COMMISSION <br /> MEMBERS PRESENT: Mr. Gene Delonais <br /> Mr. Frank Winiecki <br /> ALSO PRESENT: City Clerk Mr. Joseph Chlebeck <br /> City Planner Mr. Brad Nielson <br /> Recording Secretary Mrs. Kathleen Glanzer <br /> <br /> Housing Mayor Hanson declared that the purpose of tonight's meeting was to <br /> Plan have a work session of the City Council and the Planning Commission to <br /> review the proposed Housing Plan for the City of Little Canada. The <br /> Housing Plan is a section of the City's Comprehensive Plan. <br /> The City Planner stated that the City is required to submit a Housing P1 an <br /> by the Metropolitan Land Planning Act. Metro Council would like certain <br /> guidelines met in this Housing Plan. Mr. Nielson stated that the Flousing <br /> Plan he is submitting is a compromise between what the City of Little <br /> Canada wants and what the Metro Council wants. <br /> The Planner informed the Council that when the City submits its Comprehensive <br /> Plan to the Metro Council, the Metro Council can suspend the City's Plan <br /> on whatever point they do not find acceptable. <br /> Councilman Fahey asked what effect the suspension of the City's Comprehensive <br /> P1 an would have other than the suspension of monies for say a senior <br /> citizen housing development. <br /> The Planner informed the Council that the Metro Council has the power to <br /> implement a Comprehensive Plan for the City. The Planner further stated <br /> that this would probably not happen, however. They would probably use the <br /> monies Mr. Fahey commented on as a leverage for getting an acceptable Plan. <br /> The Comprehensive Plan would also effect transportation and land use. <br /> Councilman Fahey stated that he would like to see any reference to low and <br /> moderate income housing striken from the Elousing Plan. Fahey stated that <br /> if this means no financing for a senior citizen development, that is fine. <br /> Panes -1- <br /> <br />
