<br /> MINUTES <br /> City Council <br /> <br /> July 30, 1980 <br /> Councilman DeBace stated that the City's mobilehome courts provide low <br /> and moderate income housing. Fahey stated that the City has three mobilehome <br /> courts and the Montreal Courts Apartments which also provide this type of <br /> housing. <br /> The Planner stated that the Metro Council is looking for future low and <br /> moderate income housing. They are not looking at what the City presently <br /> has. The Planner further informed the Council that the Metro Council is <br /> even tying park monies to the City providing low and moderate income housing. <br /> Councilwoman Scalze informed the Council that about one-half of the City's <br /> apartment buildings allow children. Scalze stated that she feels the City <br /> is doing more than its share. <br /> Councilman Fahey stated that there are too many people giving in to the <br /> Metro Council. Fahey felt the City should tell the Metro Council that the <br /> City will make it on its own and doesn't need the Metro Council. <br /> Councilwoman Scalze stated that it has been found that some of the low <br /> income housing projects are not legal as they can cause property values <br /> to be lowered. The Planner felt that the City could control this. <br /> Scalze further stated that she was not in favor of changing any zoning as <br /> the Housing Plan is suggesting. <br /> Mr. DeBace commented that he felt the quad unit is an excellent low and <br /> moderate income type of housing. <br /> Mayor Hanson stated that he felt that the word "shall" on page 32, item 77 <br /> made the statement mandatory. Hanson suggested that the word "shall" be <br /> changed to "may". The Planner stated that the Housing Plan is not an <br /> ordinance, and, therefore, the statement would not be mandatory. <br /> Councilman DeBace questioned if the City eliminated any reference to low <br /> and moderate income housing in the Housing Plan if this would preclude anyone <br /> from qualifying for financing under the Minnesota Housing and Finance <br /> programs. <br /> The Planner stated that this could be a possibility. Mr. Nielson stated that <br /> these types of programs are ranked and a developer could get a low ranking <br /> due to the City's Housing Plan. <br /> Councilman Fahey stated that the phrase in item 17 on page 32 "which will <br /> help to meet its housing goals" ensures that item 17 is not mandatory. <br /> Fahey suggested that the Housing Plan state in a nice way that the City <br /> does not want anymore low or moderate income housing. <br /> Mayor Hanson stated that item 3 on page 31 would be hard to comply with. <br /> Councilman DeBace stated that for example a developer could rent townhouses <br /> to Section 8 people and the City would have no control over this. Developers <br /> could also build houses and sell them to people qualifying under the <br /> Section 8 program. <br /> Mayor Hanson stated that other than the senior citizen development, he felt <br /> no one on the Council wants any additional subsidized housing. <br /> Page -2- <br /> <br />
