MINUTES OF THE SPECIAL MEETING <br /> CITY COUNCIL <br /> LITTLE CANADA, MINNESOTA <br /> September 8, 1980 <br /> Pursuant to due call and notice thereof a special meeting of the <br /> Council of the City of Little Canada, Minnesota was held on the 8th <br /> day of September, 1980 in the Council Chambers of the City Center <br /> located at 515 Little Canada Road in said City. <br /> The Mayor, Mr. Raymond Hanson, chaired and called the meeting to order <br /> at 7:37 P.M. <br /> MEMBERS PRESENT: Mayor Mr. Raymond Hanson <br /> Councilman Mr. Robert DeBace <br /> Councilman Mr. Michael Fahey <br /> Councilman Mr. Roy Nadeau <br /> Councilwoman Mrs. Beverly Scalze <br /> ALSO PRESENT: City Clerk Mr. Joseph Chlebeck <br /> Cons u1 ting Engineer Mr. Donald Carley <br /> City Attorney Mr. Clayton Parks <br /> Recording Secretary Mrs. Kathleen Glanzer <br /> <br /> Assessment Mayor Hanson reported that the purpose of tonight's meeting was to consider <br /> Flearings the assessments for the improvements to benefited properties. Mayor Hanson <br /> then turned the meeting over to the Consulting Engineer, Mr. Donald Carley. <br /> Mr. Carley stated that assessment hearings would be held for each of the <br /> improvements done during the past year. These improvements consisted of <br /> sanitary sewer, watermain and some new street construction. <br /> Mr. Carley also informed those present that the City let contracts for <br /> each of the improvements and then sold one large bond issue to cover the <br /> costs involved. <br /> Each affected property owner was sent a notice of the proposed assessment <br /> for his or her property. Carley also commented that most of the improvement <br /> was watermain. Watermain improvement will be assessed at a cost of $14.90 <br /> per front foot, sewer will be $18.55 per front foot and street construction <br /> will be $46.69 per front foot. <br /> Carley further commented that the proposed assessments will have to be <br /> adopted at tonight's meeting. State law requires that property owners <br /> be allowed 30 days in which to pay their assessments without any interest <br /> penalty. After October 10, 1980 the assessments will be placed on the <br /> property owner's taxes if they have not been paid. The assessments are <br /> then taxed at a rate of 10% interest for 15 years. Property owners also <br /> have the option of paying off the balance of the assessments at any time <br /> during the 15 years without having to pay the current interest. <br /> Public The first assessment hearing was on Improvement No. 78-5, improvement of <br /> Hearing South Owasso Blvd. by watermain.
