MINUTES

City Council

September 24, 1980
Roger Glanzer replied that with an additional maintenance employee
the Utility Department could pay more attention to all its duties.
Glanzer stated that there are many areas where the Utility Department
does not have the time to spend that it should.
Mayor Hanson asked if there should be such a salary spread between
the City Clerk's salary and the Deputy Clerk's salary and between
the Maintenance Superintendent's salary and his assistant's salary.
Councilman Fahey stated that these salaries are based on the work
classifications for the positions.
Mayor Hanson questioned whether if it would happen that the City Clerk
was out and could not do his job and the Deputy Clerk had to perform
the duties of the City Clerk, should the Deputy Clerk be compensated
at a higher rate. Councilman Fahey commented that this would have to
be considered if that should ever happen.
The City Clerk informed Council that the 1981 budget includes the
salary of an additional maintenance person. The Clerk has budgeted
a $12,000 per year salary.
Councilman DeBace felt this would be an adequate salary to start with.
Councilwoman Scalze stated that she felt the salary was high.
Councilman Fahey asked if the City needed another employee. Councilman
DeBace stated that the Council should consider this about the first of
the year and see how it goes until then. DeBace also felt that the
salary should be in the 1981 budget.
Roger Glanzer stated that there is enough work for a full-time additional
employee. Glanzer also stated that the Utility Department is falling
behind in a lot of areas. Glanzer also stated that he would like to
see an additional employee added around the first of the year.
Councilman DeBace suggested that this topic be taken up at a later date.
The City Clerk reported that the Council should levy an additional
$19,740 in the budget as a reserve in order to meet its levy limit.
Mayor Hanson stated that the budget breaks down with 6 mills to be levied
for the general fund and 16 mills for the bond levy. This is a decrease
of 2 mills over the 1980 budget. Mayor Hanson stated that he felt the
Council had a lot to be proud of.
Mr. DeBace introduced the following resolution and moved its adoption:
RESOLBUDGETNAS AMENDEDIAND PRO~I INGAFORA$19P740GTOHBE
SET ASIDE FOR RESERVE FUNDS
The foregoing resolution was duly seconded by Mrs. Scalze.
Ayes (4) DeBace, Scalze, Hanson, Fahey.
Nayes (0).
Resolution declared adopted.
This resolution appears in Resolution Book No, 6. Pages 242 and 243.
Page -8-
