<br /> MINUTES <br /> City Council <br /> November 12, 1980 <br /> Mr. Lee stated that the wall will be made out of timbers and ties. <br /> Mr. Lee also stated that the large piles of dirt on the property wi11 <br /> be removed by December 1. The dirt is black dirt that has been sold. <br /> Councilwoman Scalze stated that ~e would like to see something on paper <br /> before the City grants permission for the wall. <br /> Councilman DeBace stated that the Engineer will check the wall out. <br /> Mr. DeBace introduced the following resolution and moved its adoption: <br /> RESOLUTION N0. 80-11-431 - APPROVING THE CONSTRUCTION OF <br /> A RETAINING WALL BY YORKTON DEVELOPMENT CONTINGENT UPON <br /> THE APPROVAL OF THE WALL BY THE CITY ENGINEER IN SO FAR <br /> AS VISIBILITY ON SOUTH OWASSO IS CONCERNED <br /> The foregoing resolution was duly seconded by Mr. Hanson. <br /> Ayes (4) DeBace, Hanson, Nadeau, Fahey. <br /> Nayes (1) Scalze. <br /> Resolution declared adopted. <br /> This resolution appears in Resolution Book No. 6, Page 279. <br /> Mrs. Scalze asked Mr. Lee if the City has received the easements that <br /> are pending from him. Mr. Lee commented that the easements are on the <br /> Kline property and Mr. Kline recently passed away. There are some legal <br /> matters which must be handled before the easements can be granted. <br /> Noise Mrs. Scalze reported that she has a letter from Bruce Bechner of Gunderson <br /> Ordinance Sanitation regarding the City's proposed Noise Ordinance. Under the <br /> ordinance the time a rubbish hauler can start work is regulated. <br /> Mr. Bechner states in the letter that he begins early in the morning <br /> so as to not interfere with children leaving for school. Mr. Bechner <br /> also stated that they are careful in the early hours not to disturb <br /> residents. <br /> Dennis Forsberg stated that the hours should be left open and the City <br /> can deal with any problems as they arise. Mayor Hanson stated that <br /> the rubbish haulers could be notified so that they can maintain their <br /> vehicles and not become a nuisance. <br /> Councilman Fahey stated that section 2801.090 deals with the operational <br /> time limits of recreational vehicles. Fahey stated that the section did <br /> not include snowmobiles and questioned whether it should. <br /> The City Clerk stated that the City has its own Snowmobile Ordinance. <br /> Dennis Forsberg questioned the time limits set by this ordinance for the <br /> operation of recreational vehicles. Under the ordinance 9 A.M. is the <br /> earliest a vehicle of this type can be operated. <br /> Page -14- <br /> <br />
