MINUTES <br />City Council <br />January 14, 7981 <br />This resolution was duly seconded by Mr. Hanson. <br />/{yes (5) Fahey, hlanson, Nardini, Forsberg, Scalze. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 7, Pages 18 and 19. <br />Frank Mr. Frank Frattalone appeared before the Counci7 to inform the Counci1 <br />Frattalone of his plans to construct a building and move his business to some <br />Proposal property he owns on South Owasso and Spruce Street. Mr. Frattalone <br />stated that about 70% of his equipment will be stored inside in the <br />Winter. The property wi71 also have some stockpiles of dirt. <br />Frattalone statedthat he will fence in the property. <br />Mrs. Nardini asked what type of screening would be required from the <br />trailer court. The P1anner replied that no screening is required, <br />but there is a requirement for screening of outdoor storage. <br />Mayor Hanson asked about the height of the fence that would be allowed. <br />The Planner stated that an 8 foot fence including barbed wire is a7lowed, <br />but on the street a 6 foot fence is allowed. <br />The Planner stated that a fence could be used for screening, but it <br />cannot be transparent. It could be a cyclone fence hnth slats. <br />Mr. frattalone stated that it could be a couple of years before he could <br />get the whole fence constructed. <br />Fahey commen~ed that the screening should be high priority from the <br />residential property in the area. <br />Frattalone stated that there are trees between his property and the <br />trailer court. The P7anner suggested that the screening could be just <br />a matter of adding more trees. <br />Mr. Frattalone stated that his building would be two story, with an <br />office in the top floor. The grade in the front of the building will <br />be built up. It will be a part metal and part concrete building. <br />Frattalone stated that he will be in at a later date with more definite plans. <br />~ Site Plan retained by Mr. Frattalone) <br />1981 Tree Mr. Tom Horwath, the City's Tree Inspector, appeared before the Counci1 <br />Removal and presented them with five bids for tree removal. P1r. Florwath stated <br />Bids that the total bid from Langer's appeared to be the lowest. Flowever, <br />when the Tree Inspector averaged the bids out on a per tree basis, <br />Langer's had the highest bid. Therefore, the Tree Inspector <br />recommended that the bid with the lowest per tree average be awarded. <br />The bids received were as follows: <br />Precision Landscaping Average of $172 per tree <br />Midwest Stump Average of $173.00 per tree <br />Klawitter Average of $184 per tree <br />Arps Tree Service Average of $192.00 per tree <br />Langer's Flverage of $217 per tree. <br />Page -10- <br />
