MINUTES <br />City Council <br />January 14, 1981 <br />Mayor Hanson stated that he feels Mr. Demont does have a hardship to <br />warrant the variance due to the amount of the assessments on his <br />property. <br />Fahey also suggested that the Planning Commission look at the issue <br />of vacating Lake Street between the Railroad tracks and Stark Street. <br />Public Engineer Carley informed the audience that the original request was <br />Flearing On to bui7d Park Street from County Road C to Demont. Next came the <br />Improvement suggestion that Park Street be built from County Road C to the north <br />Of Park end of the Veilleux and Johnson properties with a cul-de-sac put in <br />Street at that end. And third, was the possibility of constructing Park <br />Street with the cul-de-sac but also constructing Lake Street from <br />either Park Street to Spruce or from Park Street to Rice Street. <br />The Engineer stated that to build Park Street urith the cul-de-sac <br />and with Lake Street from Park to Rice Street would cost approximately <br />$158 per front foot. Carley also informed the Council that commercial <br />properties would be assessed at 1 and 1/2 times the normal rate, due <br />to their zoning. The Engineer is also proposing a 9 ton road. <br />Mr. Johnson pointed out that the City only has 30 feet of right-of-way <br />between his house and Mr. Veilleux's house. Mr. Johnson was not in <br />favor of giving the City an additional 30 feet of right of way in order <br />for Park Street to go through to Demont. It is not possible for Mr. <br />Veilleux to give the additional 30 feet needed as his house is located <br />15 feet from the existing right of way. <br />The Engineer stated that a 50 foot road right of way could be put in <br />at the point between the Johnson and Veilleux homes. <br />Councilman Fahey stated that the problem exists because Mr. Veilleux <br />was allowed to build his home in 1963 only 15 feet from the existing <br />right of way. <br />Mr. Johnson stated that whatever compensation he received if he gave <br />the City the additional right of way would never even pay for the <br />assessments he would have on his property from ~his improvement. <br />The City Clerk stated that the first four lots of the Johnson property <br />would not be assessed as they are already improved. <br />Councilman fahey stated that it was his opinion that the only way to do <br />the project was to go through to Demont. The City might as well do the <br />project right. Fahey stated that the Council should find out how many <br />people are for or against the project. Fahey stated that he knows Mr. <br />Veilleux and Mr. Johnson are opposed to the project going through to <br />Demont. <br />Mr. Johnson stated that he may not be opposed to the project going through <br />to Demont if he did not have to pay any assessment. <br />Mr. Carley stated that the right of way could be taken off the back half <br />of Veilleux's property and then jog over to the Johnson property. <br />Page -3- <br />
