MINUTES <br />City Council <br />January 1h, 1981 <br />P4r. Johnson suggested going all the way through his property with the <br />right of way so that he would not have a buildable lot in the back and <br />could not be assessed for it. <br />Councilman Fahey suggested that the Attorney and Engineer cou1d meet <br />with Veilleux and Johnson and see what type of arrangement could be made. <br />Frankie Frattalone stated that he was opposed to the improvement because <br />of the amount of assessments it would involve. Frattalone informed <br />the Council that if the improvement went in, he would have to build <br />some type of building on his property to pay for the assessments. <br />Frattalone ca1cul.ated that he would have to pay approximately ~30,000 <br />in assessments. Mr. Frattalone also stated that if Park Street did <br />get approved he was definitely opposed to the cul-de-sac. Park Street <br />should go through to Demont. Frattalone informed the Council that without <br />Lake Street being improved, it would not be a 1ega1 cul-de-sac. <br />Mr. Behr informed the Council that he was in favor of Park Street going <br />in, but he was opposed to the cul-de-sac. <br />Mr. Qehr asked the Council what happens in the case of substandard lots <br />not being assessed for the improvements and in the future City code changes <br />and they become buildable lots. Mr. Behr wanted to know who picked up <br />these assessments. <br />Mrs. Scalze replied that the assessments would be deferred on these lots <br />until such time as the lots became buildable. <br />The City Clerk asked if Park Street would qualify as a State-aid street. <br />The Engineer commented th~t it would probably not as it is so close to <br />Rice Street. If it did, the State would require a~4 foot blacktop. <br />Councilman Fahey stated that a 44 foot blacktop would have too much impact <br />on the area. The blacktop should be as slim as possible. <br />Mr. Fahey introduced the following resolution and moved its adopt~on: <br />RESOLUTION N0. 81-1-31 - CLOSING THE PUBLIC HEFlRING <br />ON TNC PROPOSED IMPROVEMENT OF PARK STREET <br />THE foregoing resolution was duly seconded by Mrs. Nardini. <br />qyes (5j Fahey, Nardini, Hanson, Forsberg, Scalze. <br />Nayes (0?. <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 7, Page 15. <br />Mr. Hanson introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 81-1-32 - DIRECTING THE ATTORNEY AND ENGINEER <br />TO MEET WITH THE PEOPLE INVOLVED, PARTICULARLY MR. JOHNSON <br />AND MR. VEILLEUX, TO DETERMINE WHAT TYPE OF ARRFlNGEMENT COULD <br />BE.WORKED OUT THFlT WOULD BE SATISFFlCTORY TO THE PARTIES <br />CONCERNED FlND REQUESTING THFlT TFIE FlTTORNEY AND ENGINEER REPORT <br />BACK TO TFIE COUNCIL WITH THEIR RECOMMENDATIONS ON THE <br />IMPROVEMEPIT OF PARK STREET AND THE COUNCIL WILL MAKE A DECISIOPI <br />BASED ON THESE RECOMMENDFlTIONS <br />Page -4- <br />
