MINUTES <br />CITY COUNCIL <br />January 14, 7981 <br />Mr. Forsberg informed Mr. Douglas that Payne Avenue is developed as <br />single family and that area is developing very fast. <br />( rire Side Homes- Proposed Site Plan Clerk's Attachment no.-2-) <br />Art Ryan Mr. Art Ryan appeared before the Council requesting building permit <br />Proposal approval to construct two industrial bui1dings on Lots 7 and 8 in <br />~yan Industrial Park. These buildings wou7d share a joint driveway <br />between the buildings. <br />Council expressed concern over the condition of some of the bui7dings <br />in ~yan Industrial Park. It was pointed out that Mr. Ryan does not <br />own the majority of these buildings and this problem would have to be <br />taken up with the buildings' owners. <br />Mr. Ryan also informed the Council that his streets are not completely <br />in, but that he plans to complete them in June or July. Mr. Ryan also <br />statecl that the portion of street that is very bumpy he plans to <br />correct this summer also. <br />Mr. Fahey expressed concern that the water line in the area was not <br />looped. Fahey stated that there was not adequate water pressure for <br />fire protection. <br />Mayor Hanson pointed out that the Planner is recommending a conditional <br />use permit for the joint use driveway. Mr. Ryan stated that he would <br />put something in the contract regarding this joint use driveway. <br />Councilman fahey stated that the water line will have to be looped <br />before he will approve any more development in the area other than <br />the proposal that is before the Council tonight. Mr. Ryan stated that <br />he had no objection to looping the water line. <br />Mrs. Nardini again expressed concern with the condition of the area. <br />Nardini suggested that perhaps the City should require more landscaping <br />in the area. <br />Fahey stated that the front of these proposed buildings shou7d have sod. <br />Fahey also would like to see a landscape plan so that when the bui7ding <br />is sold the City still has the plan and could hold the new owner to it. <br />Fahey also suggested that outside storage of equipment could be screened. <br />Scalze suggested that the City require a landscape bond. <br />Frankie Frattalone informed the City that the reason for the poor <br />condition of Art Ryan's road was that many contractors were using <br />the road when South Owasso was blocked off. <br />Mrs. Nardini stated that she would not be interested in approving any <br />more deve7opment until the road is completed. <br />Mr. Ryan stated that it will be June or July before the road can be <br />completed. Ne may have a proposal for a building before that time. <br />Fahey thought that the City could require a bond to get the water system <br />completed and withhold the occupancy permits on any additional buildings <br />unti1 the road was completed, rather than hold up Mr. Ryan from getting <br />started on any additional bui1dings. <br />Page -7- <br />
