MINUTES <br />City Counc~il <br />January 28, 1981 <br />P4rs. Scalze asked if the C~ty has received this comprehensive plan <br />and if so, who has it. Sca1ze stated that she has never seen the plan. <br />The Planner informed the Council that when the City receives a <br />comprehensive plan of another City, the Clerk refers the plan to him. <br />The Planner commented that he has Vadnais Heights' plan and will be <br />doing a review of it. The Planner stated that he just completed the <br />review of Maplewood's plan and will be submitting it to the Council <br />tonight. <br />Mrs. Sca1ze stated that she would like to look at Vadnais Fleights'plan <br />especially how it impacts on its borders with Little Canada. <br />The City Clerk of Vadnais Heights also informed Mrs. Scalze that they <br />are not required to notify surrounding property owners of an adjacent <br />City of what is taking place in Vadnais Heights. <br />The Planner stated that he thinks Vadnais He~ghts does most of its <br />apartment development through a conditional use permit. If so, it is <br />not required to notify the Little Canada property owners adjacent to <br />Vadnais Heights of proposed development for the area. <br />The Planner suggested that the City could register a complaint with <br />the Metro Council. <br />Maplewood The Planner submitted to the Council a copy of the Maplewood Comprehensive <br />Plan Review Plan Review. The Planner informed the Council that Maplewood's plan <br />is consistent with Little Canada's. Maplewood has changed their plan <br />as regards to the Beam Avenue extension dispute. <br />P1anner's The Planner submittetl to the Council a list of rezonings that should <br />Reports be considered in order to comply with the City's Comprehensive Plan. <br />The first suggested rezoning is a piece of Q-3 property along County Road <br />D that should be R-1 in the opinion of the Comprehensive Plan. There <br />is also a thin strip of PUD property in the same area that is suggested <br />as R-1 also. <br />Mayor Hanson stated that he would like to dig out the records to see how <br />this str~p of property ever got zoned PUD. <br />Next the Planner is suggesting that a small piece of I-1 property located <br />on County Road D be rezoned B-W. This zoning would be in compliance with <br />the use of the property. <br />Numbers 4 and 5 on the Planner's list are trailer parks. The Planner is <br />suggesting they be rezoned R-4, which is the zoning for trailer parks <br />under the Comprehensive Plan. This property is presently zoned I-1 <br />and under the City's present Zoning Ordinance, they are non-conforming <br />uses. <br />Mrs. Nardini asked if the City could legally enforce a non-conforming use <br />situation. <br />Page -6- <br />
