MINUTES <br />City Council <br />February 11, 1981 <br />Feasibility The Engineer submitted to the Council a feasibility report for the <br />Report installation of watermain a1ong Rice Street from Litt1e Canada Road <br />Rice Street to Minnesota, on Demont from Rice to Jackson, and on County Road B-2 <br />from Rice Straet to the railroad tracks. The Engineer stated that <br />the City would eliminate 7 dead-end laterals with the installation <br />of this watermain. The cost of the improvement would run approximately <br />$652,000.00. The Engineer is a7so suggesting including Iona Lane in <br />this improvement. <br />Mr. Carley also stated that the State is intending to widen Rice Street, <br />but that will not take place until at least 19II4. They will not neeci <br />any additional right-of-way in this project. <br />The Mayor remindec~ the Council that should Mr.Schrier develop his property, <br />there should be the requirement of a sewer easement for the City. <br />Mr, Carley also suggested including a short watermain to Mr. 13org and <br />Mr. Delaurias in this project, <br />Mr, Forsberg suggested that the line the full length of County Road B-2 <br />would not be necessary. When St, Jude's connects to water on B-2. the <br />watermain could be looped then, Forsberg stated that Kellogg Nigh <br />School would hook up to water from Demont ancl Capital View Junior High <br />could hook up from Rice Street. Fl11 of County Road B-2 could be left <br />out except for a couple of hundred feet. <br />The Engineer stated that any other difficult projects the City might have <br />could be included in this project. Mr. Carley suggested including <br />the Sleepy Hollow storm sewer project. <br />Mrs. Scalze suggested including the water project to the City's warming <br />house. <br />Mr. Forsberg stated that Mr. ¢org does not understand why cities cannot <br />share utilit9es. Why can't Roseville and Little Canada share the watermain <br />on Rice Street. <br />The Engineer stated that this is possible, however, it m~yht be more expensive <br />than Little C,anada putting in their own line. Meters would have to be <br />installed and the City of St. Paul would have to enter into a joint powers <br />agreement with Roseville and St. Paul. <br />Mayor Hanson stated that a hearing should be cal1ed on this after the <br />rezoning hearings are finished. <br />The Engineer stated that this is a very good year to take bids. <br />The Mayor asked what the City's bonding capacity was at this time.
