MINUTES <br />City Council <br />ebruary 17, 1981 <br />Mr. Dennis Beltman of Lake Street appeared before the Council. Mr. Beltman <br />stated that his property was about 500 feet from the Waite property. Mr. <br />Beltman informed the Council t,hat he was opposed to the bdaite proposal. <br />Beltman felt there were enough multiple family homes on this side of the <br />freeway. <br />Mr. forsberg informed the audience that with the present zoning that Mr. <br />Waite has on his property he could construct a 39-unit one-bedroom <br />apartment bu9lding. <br />P~r. Ray Buchholz of Lake Street informed the Council that he was opposed <br />to the Glaite proposal. <br />Doug Hanson of 2564 Stark Street stated that he, too, was opposed. Mr. <br />Hanson also felt that no one would want to build a single family home <br />next to these 4-plexes or duplexes. <br />Mayor Hanson stated thatihe Council is not interested in any more <br />apartment bui1dings in Little Canada. Hanson did state that when <br />a property owner has the appropriate zoning on a piece of property <br />for a proposal he might present, the Council has a hard time stopping <br />the person from developing the property in that way. P4r. hlanson <br />informed the audience that Mr. Waite has come in with a proposal of <br />less density than what he could have presented. <br />Mr, Doug Hanson asked if the Council could stipulate that these units <br />Mr. Waite is proposing be owner-occupied. The Planner informed Mr. <br />Hanson that the Council would have a hard time doing that. <br />Mr, Scott Bjerko asked the Counci1 if under PU~ zoning the City could <br />dictate the types of building materials that would have to be used on <br />the buildings. Mayor Nanson stated that the City does have more control <br />than under any other type of zoning, but the City c~nnot control, for <br />example, the color the buildings are painted. PQayor Hanson stated that <br />the buildings would have to meet building codes. <br />Mr, Bjerko informed the Council that he was opposed to the project and <br />would 1ike to see the property zoned R-1 and the City pick up any damages. <br />Cathy Jansen of Stark Street informed the Council that she was opposed <br />to the 4-plexes on Ruth Street. Jansen fe1t there were too many apartments <br />in the area, and that it will lower surrounding property values and <br />increase the crime rate of the area. Jansan stated that the Espejo's <br />also felt this way. Jansen informed the Council that she would like <br />to see the property zoned R-1, <br />Councilman Fahey stated that he was not in favor of any more apartments <br />in Little Canada. Fahey felt the homeowner in Little Canada has been <br />hurt, fahey stated. that he would like to get control of the development <br />of this area. There are other alternatives available which would not <br />cause m~~ch loss to the value of the property. 7he property could be <br />zoned R-2 and townhouses, duplexes or quads could be developed on the <br />property, Fahey further stated that if the City has to pay some money <br />for damages in down-zoning this property, he was in favor of doing so. <br />Fahey stated that he will not vote in favor of the PUD zoning. <br />Page -3- <br />
