Mlf~lUTES <br />City Councll <br />February 25, 1981 <br />Mayor's Letter <br />To City Mayor Fianson stated that he recently sent a let'ter to City staff inembers <br />Staff and Council appointees regarding performance. Hanson felt that the letter <br />produced the results he was 7ooking for. <br />City Council <br />Meet~ngs Councilman Fahey stated thai; there recently was an artic1e in the Little <br />Canad~ Free Press regarding the length of City Counci7 meetings. Fahey <br />~elt the Council had too long an agenda. <br />Mr. Forsberg suggested that the Council cut off the date that items can <br />be placed on the agenda. Mrs. Scalze also felt there should be a deadllne <br />for the P1anning Commission agenda. <br />Mayor Hanson stated that the Planning Commission would like their agencla <br />prior to the meeting so that they can better prepare for the meeting. <br />Mr. Forsberg suggested that Fr9day at 4:30 be the deadline for Council <br />meetings. Forsberg also suggested that people not on the agenda not be <br />heard until all other Council business is taken care of. <br />The City C1erk suggested that the cut off for the agenda be the 4lednesday <br />prior to the meeting. <br />Mrs. Nardini asked if the Council shou7d go to two regular meetings per <br />month. <br />Mr. Fahey felt that two meetings should be held per month. Fahey suggested <br />that this plan be implemented beginning in Flpril and that the intention of <br />the Council be published for three weeks prior to April 1. The two Council <br />meetings should be held the second and fourth ulednesday's of each month. <br />Mr. fahey ~ntroduced the following resolution and moved its acioption: <br />RESOLUTI0~1 N0. 81-2-9II - DECLFlRING TNFlT REGULAR COUMCIL MEETINGS <br />SHALL BE HELD ON THE SECOND AND FOURTH WEDNESDAYS OF f_FlCfI MONTH <br />FlND THAT A NOTICE SHALL BE PUBLISHED FOR THREE SUCCESSIVE WFFKS <br />ADVISING PFOPLE OF THE CITY'S NEW POLTCY R[GARDING COUNCIL MEETINGS <br />WHICH 4JTLL INCLUDF THAT IN ORDER TO BE PUT ON THE AGENDA OF Fl <br />COUNCIL MEETING ITEMS MUST BE IN TNE CITY CENTER OFFICE BY ThiE <br />CLOSE OF THE DFlY OF THE WEDNESDP,Y PRECEEDING 7HE COUNCIL MEETING <br />AND THAT THE COUNCIL WILL NOT FlMEND 1'HE AGENDFl TO HEAR ITEMS <br />FROM THE FLOOR AT A COUMCIL MEETING, BUT THOSE WISFIING TO BE <br />HEARD WHO ARE NOT ON THE AGENDA WILL BE DELAYED TWO ~IEEKS lJf~lTZL <br />TFIE NEXT REGULAR COUNCIL MEETING, FlND FURThIER DECLARING THAT <br />TNIS POLICY WIt.L BEGIN IN APRIL OF 1981 <br />The foregoing resolution was duly seconded by Mrs. Scalze. <br />~yes (5) Fahey, Sca1ze, lianson, Forsberg, Nardini. <br />Nayes (0). <br />Resolution declarecl adopted. <br />This resolution appears in Resolution Book No. 7, Page 60. <br />Page -11- <br />
