MINUTES <br />City Council <br />April 22, 1981 <br />Mrs. Scalze informed Mr. Runyon that there has never been a hunting <br />or trapping ordinance proposed before in the City. <br />Mr. Fahey informed Mr. Runyon that under paragraph C of the ordinance <br />he would be allowed to trap any nuisance on his property. <br />Mrs. Scalze disagreed that a live trap would cost 14 times more than <br />a leg-hold trap. <br />Mr. Runyon also expressed concern about the rodents listed in the ordinance <br />that could be trapped. The City Attorney replied that the pests listed <br />in the ordinance are merely the more commone ones and the ordinance would <br />include other rodents that are pests. <br />Representative Leo Redding from Austin appeared before the Council. Mr. <br />Redding informed the Council that the State Legislature is presently <br />considering a model trapping ordinance for the State. Mr. Redding <br />suggested that the Council hold off on adoption of a trapping ordinance <br />until the model ordinance is passed. Mr. Redding stated that the <br />various trapping ordinances presently in the State are sometimes <br />~mpossible to enforce. It was also suggested that the Department of <br />Natural Resources be looked to for direction on trapping ordinances. <br />Mrs. Scalze stated that she was familiar with the proposed model ordinanc~ <br />and commented that the ordinance does not a17ow cities to be more <br />stringent than the model ordinance. Mrs. Scalze also stated that <br />the City's Senators, Grey Dahl and Mr. Hughes, are opposing this <br />bill. <br />Mr. Fahey commented that he does not agree with comparing the City of <br />Little Canada with other cities. <br />Mr. Redding commented that the DNR is charged with the management of <br />wildlife. <br />Mr. Fahey commented that in reading over the model ordinance it indicates <br />that no city could adopt any ordinance except for the model ordinance. <br />Also the model ordinance would allow leg-ho7d traps, Fahey stated that <br />given the legislative process, he is not sure he would want to wait for <br />the mode1 ordinance to be adopted. Fahey would like to see what the <br />DNR has as input for an ordinance or would like to hear their comments <br />on this subject. <br />Mr. Redding stressed tha~ trapping ordinancesshould have uniformity due <br />to the close proximity of cities in the metropolitan area. <br />Mr. Roger Holmes of the DNR appeared before the Council. Mr. Nolmes <br />indicated that the DNR is concerned about ordinancesof this type as <br />they create an enforcement problem due to the variety of the ordinances. <br />Mr. Holmes stated that the DNR has encouraged cities to pass an ordinance <br />if they wish,that would require a permit from the city, and then control <br />can be exercised on who is trapping, when and where. Illegal types of <br />trapping can then be controlled. <br />Page -3- <br />
