MINUTES <br />City Council <br />April 22, 1981 <br />Mr. Fahey stated that he was against the ordinance as presented by <br />the City Attorney and amended by the Council. Fahey stated that he <br />would like an opinion from the City Flttorney as to whether the ordinance <br />was valid and legal, and whether the ordinance is contrary to State law. <br />Fahey stated that he did not want to outright ban trapping 9n the C~ty. <br />He would be interested in looking at the ordinance that the DNR has <br />that wou1d regulate trapping on a permit basis and give the City some <br />control. <br />Fahey also felt that the leg-hold trap would not harm a child, and would <br />not be set in an area frequented by children. Fahey stated that the <br />City should prohibit trapping on property of people who do not want it. <br />Mrs. Scalze introduced the following ordinance and moved its adoption: <br />ORDINANCE N0. 172 - AN ORDINANCE AMENDING THE LITTLE CANADA <br />CODE BY ADDING CHFlPTER 2901, WILDLIFE WITH THE FlMENDMENTS <br />AS RECQMMENDED BY COUNCILMFlN FAHEY <br />The foregoing ordinance was duly seconded by Mrs. Nardini. <br />!{yes (2) Sca7ze, Nardini. <br />Nayes (3) Fahey, Hanson, Forsberg. <br />Ordinance fails. <br />Little Mr. Gene Johnson, of the Little Canada/Vadnais Heights Free Press, <br />Canada & appeared before the Council. Mr. Johnson stated that the Free Press <br />Vadnais would like to change its name to the North Suburban free Press. <br />Heights Businesses in the Market Place support this change, as the paper would <br />Free Press increase their circulation to include surrounding communities and thus, <br />Name give them more advertising exposure. Mr. Johnson would like Council <br />Change approval of this change, as the City of Little Canada is a financial <br />supporter of the newspaper. <br />Mrs. Nardini stated that she came across some older editions of the <br />Press and it was a be~ter paper in the past than it is presently. <br />Nardini stated that if this change will give the City a better paper, <br />she was for it. <br />Councilman Fahey stated that he would 1ike to see better sports coverage <br />in the paper. <br />Mrs. Scalze asked how this change will effect first-page coverage. Mr. <br />Johnson replied that that w911 be a judgment factor, but the paper will <br />try to provide balance in its first-page coverage. <br />Mayor Hanson felt the City should approve the change in order to benefit <br />the business in Little Canada. <br />Mrs. Scalze stated that people aren't hearing what is happening in our <br />School District. Scalze felt the free Press is not covering enough local <br />news. Scalze stated that this could be discussed at a later date, and <br />that she had no objection to the name change. <br />Page -8- <br />
