MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL , <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 23, 2024 <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 23rd day of October 2024 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members T. Miller, Kwapick, Gutierrez and D. Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Development Director Ben <br />Harrington and City Clerk/HR Manager Heidi Heller. <br />APPROVAL OF MINUTES <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-10-118 - APPROVING THE MINUTES OF THE SEPTEMBER <br />25, 2024 CLOSED SESSION, OCTOBER 7, 2024 ASSESSMENT HEARING FOR <br />CO UNTR Y DRIVE, 0CTOBER 7, 2024 ASSESSMENT HEARING FOR JACKSON <br />STREET, OCTOBER 9, 2024 WORKSHOP AND THE OCTOBER 9, 2024 REGULAR <br />MEETINGS AS SUBMITTED <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The City Clerk announced that early voting began on Friday and residents can vote in person at five <br />different locations in Ramsey County. She stated that more information can be found on the city <br />website or the Ramey County elections webpage. She stated that people can also vote on election day <br />and residents can still register to vote on election day if needed. <br />PUBLIC COMMENT <br />None. <br />PUBLIC HEARINGS <br />CONSIDER PRELIMINARY AND FINAL PLATS, REZONE 6 PARCELS TO PUD AND <br />EASEMENT VACATIONS FOR A MULTI -FAMILY AND COMMERCIAL DEVELOPMENT <br />AT NE CORNER OF RICE STREET AND DEMONT AVENUE (REUTER WALTON) <br />The Community Development Director provided details on the current property, which are six separate <br />parcels, and reviewed details of the proposal which would demolish the house and current Flameburger <br />site to construct a five story, 160-unit apartment building along with renovation of the existing Yo <br />Pizza building to become the new home of Flameburger. He reviewed background information and <br />presented the requests for easement vacation, preliminary and final plat, and the PUD overlay district <br />
