MIPlUTES OF THE WORKSHOP CONFERENCE <br />CITY COUNCIL <br />LIT7LE CFlNFlDA, MINNESOTA <br />April 29, 1981 <br />Pursuant to due call and notice thereof a workshop conference of <br />the Council of the City of Little Canada, Minnesota was held on the <br />29th day of April, 1981 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />The Mayor, Mr. Raymond Hanson, chaired and ca1led the meeting to <br />order at 7:34 P.M. <br />MEMBERS PRESENT: Mayor Mr. Raymond Hanson <br />Councilman Mr. Michael Fahey <br />Councilman Mr. Dennis Forsberg <br />Councilwoman Mrs. Mugs Nardini <br />Councilwoman Mrs. Beverly Scalze <br />ALSO PRESENT: City Clerk Mr. Joseph Chlebeck <br />City Flttorney Mr. Clayton Parks <br />Recording Secretary Mrs. Ka.thleen Glanzer <br />Schrier Mayor Hanson stated that the purpose of tonight's conference was to <br />Property meet with Mr. Schrier regarding the possibilities for development <br />of his property located on County Road C. The property is currently <br />zoned R-3. Hanson informed the audience that this meeting is just <br />a workshop session of the Council, and the Council cannot take any <br />act9on at this meeting. <br />Mr. Fred Kippers, Jr., an attorney representing Mr. Schrier, appeared <br />before the Council. Mr. Kippers stated that he is aware that the <br />Counci1 is concerned with the density of development of the property. <br />Kippers informed the audience that the present R-3 zoning has been <br />the zoning of the property for the past 10 or 11 years. This zoning <br />p7ayed a factor in the decision of Mr. Schrier to purchase the property <br />and was a7so a factor in the purchase price of the property. <br />Kippers stated that Mr. Schrier has met with Mrs. Nardini at which time <br />the ~evelopment of the property was discussed, and led to Mr. Schrier's <br />having an architect draw up a possibility for the development of this <br />land. The development possibility consists of senior citizens housang, <br />quads, and s~ngle family housing. financing is a question that would <br />have to be resolved by Mr. Schrier for the Senior Citizen housing. <br />Mr. Schrier has not wanted to begin looking for financing until he has <br />the reaction of the Council on this proposal. <br />Mr. Carl Leen, architect for Mr. Schrier, appeared before the Council. <br />Mr. Leen expl~ined that the proposal Mr. Schrier has come up with consists <br />of 13 single family lots along the uiestern edge of the property which <br />would take up about 3 acres of the property; 44 townhouse units comprising <br />about 4 acres, and 98 units of senior citizen housing on about 4 acres. <br />Streets would consist of 1.6 acres and 5.4 acres would be dedicated to <br />open space.
