MInuTEs <br />City Council <br />April 29, 1981 <br />Fahey stated that he has made up his mind that the property cannot <br />remain R-3. The Council has no choice in this matter. <br />Gloria Bjorklund asked the Council what would happen if Mr. Schrier <br />told the City he could not get the funding for senior citizen hous9ng. <br />Mayor Hanson stated that the City could always verify whether or not <br />this was the case. Bjorklund stated that without an agreement on the <br />elderly housing, the City would be upzoning the R-1 property and losing <br />on the R-3 piece. <br />Mr. Fahey stated that he felt the City Attorney and Mr. Kippers could <br />get together and come up with some type of an agreement for the <br />development of this property. If efforts fail in trying to do this, <br />the Council could then take action on the property. Fahey stated that <br />he does not think this type of agreement is unrealistic. The agreement <br />would tie up the property so that nothing is built on and the City and <br />Schrier could work together in the meantime. <br />Mr. Schrier informed the Council that the idea of trading off on the R-1 <br />property was the idea of the City Planner. Schrier stated that he <br />would like some flexibility on the R-1 property. <br />Fahey stated that he was not opposed to some compromise on the R-1. <br />He is willing to look at it as a whole, and if density is no greater than <br />what is al1owed, Fahey stated that he is flexible. Fiowever, Fahey would <br />like to tie up something on the R-3. <br />Fahey also stated that there are two times during the year that the <br />Flrchdiocese 7ooks at senior citizen funding requests. Mr. Schrier would <br />know within a year whether he would get such funding. <br />Schrier stated that there are cut backs in State and Federal programs <br />that could effect such funding. <br />Fahey also stated that the agreement could have a 60 or 90 day notice <br />clause to allow either Schrier or the City out of the agreement. <br />Attorney Parks stated that the who7e area is tied in together. The <br />rezoning of the R-1 property would be to accommodate the plan. Parks <br />asked if it were possible to adjust the plan so that Schrier could <br />develop the R-1 and not have i:o wait if it takes two to three years to <br />find out about the senior citizen housing. <br />Fahey stated that the Council would have the roads, cul-de-sacs, etc. <br />on the rest of the development to approve. <br />Schrier indicated that the concept for the roads and cul-de-sacs came <br />about because senior citizen housing must be segregated from the rest <br />of the area. <br />Mrs. Scalze informed the Council that most peopte living on a cul-de-sac <br />like it. Scalze lives on a long cul-de-sac and everyone in the neighborhood <br />likes the situation. <br />Page -6- <br />
