MINUTES
City Council
Flpril 29, 1981
Mrs. Nardini indicated that once the single family homes would go in
an the Schrier property, the people on Iona Lane would be protected.
Mr. Forsberg stated that he would like to see every piece of property
in Little Canada R-1. hlowever, Mr. Schrier owns this property on
County Road C and it is zoned R-3.
Mayor Flanson pointed out that the fity cannot tell Mr. Schrier what
to do with his property as it is presently zoned. Hanson stated that
the Council is trying to work out a compromise with Mr. Schrier.
P4r. Garrity stated that the City should not compromise until it knows
what will happen on the R-3 property. Flanson replied that this is what
the City is trying to work out with the agreement that was previously
discussed.
Garrity felt that if the senior citizen housing does not go through,
the property should revert to R-2.
Fahey stated that if the elderly housing does not go through, the Council
shou1d rezone the property to R-2 and let the chips fall where they may.
Plumbing - Mrs. Nardini reported that the Bui7ding Inspector has informed her that
Ruth Street other cities require buildings with more than one unit to have separate
PUD Sewer and water hook-ups so that in the event the buildings are ever
condominiumized, there won't be any problem. The Building Inspector is
hold9ng up finalization of the bui1ding permits until he gets the Council's
feelings on this. ~lardini indicated that the City presently charges a flat
rate for sewer, so the only problem would be with the water hook-ups.
The City Clerk reported that in time the City's sewer rate will probably
be base~ on water consumption.
Mrs. Nardini indicated that the Council should think about this prior
to the next Council meeting and be prepared to make a decision at that
time. Nardini also stated that she would get some figures from the
City Engineer on just what these add9tional hook-ups would cost a
developer.
Mr. Forsberg stated that he agreed with the separate meters, but did
not feel it would be necessary to have separate stop boxes. Forsberg
felt if someone did not pay their bill, the meters could be pulled.
Fahey suggested that the solution could be the Council's passing a resolution
informing developers that should they ever condominiumize, the separate
hook-ups would be required. It would be the developer's decision as to
whether separate hook-ups were installed at the time a building was
constructed or at the time a building was condominiumized.
Page -9-
