MTNUTES <br />CITY COUNCIL <br />June 10, 1981 <br />Pat <br />Frattalone <br />Sanitary <br />Sewer <br />Request <br />Mr. Pat Frattalone appeared 6efore the Council requesting that a public <br />hearing be held for sanitary sewer improvement on County Road D. <br />Mayor Hansan informed the Council that the improvement would consist of <br />approximately 500 feet of sewer, and that it would be a very costly <br />improvement. <br />Hanson questioned if Mr. Frattalone owned 35% of the front footage involved <br />in order to request this improvement. City Clerk suggested that the <br />Council could in~tiate the action on this improvement. <br />Councilman Fahey suggested that the Councit call for a public hearing and <br />let the propertyowners involved voice their opinion. <br />Mayor Hanson suggested that befpre this is done, the City Engineer should <br />give the Council a determinat9on on the feasibility of the improvement. <br />Liquor Counci1man Fahey informed the Council ~at he has received calls from <br />License several bar owners expressing their disappointment in the doubling of <br />Ordinance the on-sale intoxicating liquor license fee. The bar owners were concerned <br />Amendment that the Counci1 did not notify them that an increase in this fee was to <br />be considered. <br />P1r. Fahey intro~uced the following resolution and moved its adoption: <br />RESOLUTIQN N0. 81-6-286 - RECONSTDERIMG RESOLUTION N0. <br />81-5-260 SPECIfICP,LLY WITH REGARD TO THE CHANGES IN <br />LIQUOR LICEPISE fEES <br />The foregoing reso1ution was duly seconded by Mrs. Nardini. <br />Ayes (5) Fahey, Nardini, Hanson, Forsberg, Scalze. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 7, Page 214. <br />Mr. Tom Cossack, owner of Gordies> appeared before the Counc9l. Mr. <br />Cossack had been asked by the bar owners in Little Canada to represent <br />them in the matter of the on-sale 7iquor license fee. <br />Mr. Cossack stated that the doubling of the fee was unfair. Cossack <br />stated that in the Little Canada Free Press the reasons for the increase <br />were stated as being a doubling in the City's population and the <br />increased cost of police protection. Mr. Cossack informed the Council <br />that not only did the population increase, but atso the number of on-sa1e <br />liquor licenses increased. Cossack also stated that in the last couple <br />of years Gordies has only had three po1~ice calls. It was stated by Cossack <br />that Spooner Park has accounted for more police ca11s than the City's <br />liquor establishments. <br />Mr. Cossack fe1t that a 25% increase in the fee would be more in order. <br />Councilman Forsberg commented that the cost of everything has gone up <br />in the past 11 years. The ma9n reason for the increase of the 19quor <br />7icense fee was the City's review of all its fees. <br />Page -10- <br />
