MINUTES <br />CI7Y COUf~iCIL <br />September 30, 1981 <br />Mr. Forsberg asked Mr. Morelan how he determines which category <br />the part-time help is moved into. Mr. Morelan replied that the <br />category is determined by the job they are performing and the <br />length of time they have worked for the City. <br />Mr. Forsberg suggested that the Utility Department follow the <br />same scale as the Recreation Department with regard to salaries for <br />part-time help. All new employees should receive minimum wage for <br />their initial salary and after six months should receive an increase <br />of 35 cents per hour. Fahey stated thai any increases after the s~x <br />month ~increase should be made on a yearly basis. <br />Mrs. Scalze commented that the summer help may come back every year. <br />Mr. Fahey stated that this would be good for the City as the emp7oyee <br />would have more experience. <br />Mrs. Plardini commented that the County pays the minimum wage to a <br />part-time summer employee, no matter how many summers they have worl<ed <br />for the County. <br />Mrs. Nardini informed Mr. Morelan that she has received a lot of <br />complaints about Recreation Department, and she has some questions <br />that she would lil<e answered. Mrs. ~lardini stated that she felt there <br />are times when the higher paid Recreation employees are doing jobs that <br />the lower paid employees should be doing. Mrs. Nard~ni also expressed <br />concern that some of the people employed by Recreation are parents <br />of chi1dren participating in the program and these parents are not <br />willing to donate their time. Mrs. Scalze commented that times have <br />changed and people are not willing to donate their time. <br />Mrs. Nardini commented that there is a pretty big monthly salary going <br />out in the Recreation Department. <br />Mr. forsberg expressed concern that there are times ti~hen people getting <br />paid $4.95 per hour are cutting grass, when a lesser paid employee <br />should be cutting the grass. <br />Mrs. Nardini asked at what poin~ the Recre~tion Directors feel they <br />have put in enough time that their yearly salaries are paid in full and <br />they begin turning in vouchers for ~dditionat money. Mrs, Nardini <br />commented that $11,000 was paid to the three directors, <br />Mr. Morelan stated that the Council hires the directors to direct <br />and run the program. If a director has to go out and cut the grass <br />or work on machinery, this work is extra and should be paid for. <br />Mr. Forsbarg asked how the director got into the position where he <br />has to cut the grass with the large Recreation staff. Mr. Forsberg <br />asked why the director does not have certain people designated for <br />grass cutting. P~ir. Morelan replied that there are three people who <br />bas9cally do all the grass cutting. <br />Mr. Forsberg asked Mr. Morelan how the lawn maintenance at the Little <br />Canada Day Care Center is yoing. The City exchanged lawn maintenance <br />in return for use of the tennis court. Mr. Morelan replied that it <br />was going well. <br />~arF -15- <br />
