MINUTES <br />City Council. <br />October 7, 1981 <br />Mr. Fahey introduced the fo1lowing resolution and moved its adoption: <br />RESOLUTION N0. 81-10-564 - CONTINUING THE DEFERRED <br />ASSESSMENT ON THE ANTHONY FASCIFlNFl PROPERTY UNTIL <br />SUCH TIME AS HE 7RANSFERS THE PROPERTY OR DIVIDES IT <br />The foregoing resolution was duly seconded by Mrs. Nardini. <br />Ayes (5) Fahey, Nardini, Nanson, Forsberg, Scalze. <br />Nayes (0). <br />Resolution declared adopted. <br />This reso1ution appears in Reso1ution Book No. 7, Page 370. <br />Mrs. Nardini introduced the following resolution and moved its adoption: <br />RES01_UTION N0. 81-10-565 - LEVYING TFIE ACCRUED INTEREST <br />ON THE ANTHONY FASCIANA DEFERRED FlSSESSMENT IN THE AMOUNT <br />OF $200.00 AT AN INTEREST RA7E OF 8% BEGINNING ON OCTOBER <br />16, 1981 <br />The foregoing resolution was duly seconded by Mrs. Scalze. <br />/{yes (5) Nardini, Scalze, Hanson, Fahey, Forsberg. <br />Nayes (O). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 7, Page 370. <br />Marcel Mr. Zoch informed the Council that four water stubs were put on his <br />Zoch property and he did not want the three extra stubs. <br />Assessment <br />Mrs. Scalze commented to Mr. Zoch that there is nothing the Council <br />can do now about the improvement. 7his should have been discussed at <br />the time the public hear9ng was held on this improvement. <br />Mrs. Zoch stated that the Council has lied to them many times in the <br />past. Mrs. Zoch stated that they were told at the time the improvement <br />hearing was held that there would be no charge until the property was <br />sold or developed, and now the Council is levying interest on the <br />assessments. <br />Mr. Fahey stated that the subject ofi interest was never discussed. The <br />question of interest came up recently when State 7aw was changed. Fahey <br />informed the Zoch's that senior citizens are now being charged interest <br />on their deferred assessments and he did not want to treat other peop1e <br />differently. <br />Mrs. Scalze informed the Zoch's that Councils change and subsequent <br />Councils can change the actions of previous Councils. <br />Mr, fahey stated that the Councit is trying to honor the commitments <br />on assessment deferrments, but the Council is addressing the subject <br />of interest. <br />Mr. Zoch commented that he could not even sell his property because <br />it is zoned commercial across the street and he has so much money <br />investe~ in the property. <br />Page -12- <br />
