MINUTES <br />CITY COUNCIL <br />October 28, 1981 <br />Mrs. Scalze stated that Jim Morelan explained to her that the system <br />of payment was first set up so that the directors would not have to <br />pay so much money to the IRS. <br />The Attorney stated that in the last few years the IRS has taken a gond <br />look at these situations. The Flttorney suggested that a transportation <br />allowance be set up to cover gas costs and everything else involved <br />in use of personal vehicle. <br />Mrs. Scalze stated that she would get some input from Jim Moreland on <br />this. <br />The City Engineer stated that his firm was audited and this is something <br />the IRS is looking at. His firm pays 25 cents per mile plus $2 per day <br />for insurance costs. <br />Mr. Fahey stated that he felt the Flttorney should provide a more thorough <br />opinion on this subject. <br />Senior Mrs. Scalze reported that Statute 435.193 requires that cities adopt an <br />Citizen ordinance which establishes hardships under which senior citizen deferrments <br />Deferrments will be granted. Mrs. Scalze suggested that the Flttorney take a look at <br />this statute. Scalze stated that she has some sample ordinances. <br />Mrs. Sca1ze commented that under this statute the City does not have to <br />grant a deferrment unless there is a hardship. <br />The City Clerk stated that he believes that acreage is also looked at <br />to tletermine whether or not to grant a deferrment and if someone owns <br />too much acreage, a deferrment is not granted. <br />Mrs. Nardini questioned whether the City would be asking people to come <br />in with a financial statement so that the City could determine whether <br />there is a hardship present to grant a deferrment. <br />Mrs. Scalze suggested that the Flttorney review th9s statute. <br />MGM Mr. Fahey informed the Council that he learned from the City Clerk that <br />the State is investigating the Peterson Liquor Store-MGM matter. <br />The Clerk reported that Peterson is still the licensee. <br />Mr. Fahey suggested that at the time of license renewal th~s be a factor <br />when the City decides whether or not to renew the license. Mr. Fahey <br />asked if the City can say that it does not want an absentee licensee. <br />Mr. Forsberg stated that as long as there are no problems at the store, <br />why not leave it alone. <br />Page -14- <br />
