MINUTES <br />City Council <br />October 28, 1981 <br />Mr. Knoxiem asked how many people would be eligib1e for senior citizen <br />deferrments on Edgerton. <br />Mrs. Scalze informed the Council that the statute that authorizes the <br />City to grant senior citizen deferrments states that a senior citizen <br />would not get a deferrment unless there is a hardship. The Statute <br />also states that the City should adopt an ordinance establishing the <br />guidelines for a hardship in this situation. Mrs. Sca7ze commented that <br />she is not an attorney, but this is the way she interprets this statute. <br />Mr. Knoxiem expressed concern that these improvements in the City are done <br />piece by piece. Knoxiem stated that if water were put in 5 or 6 years ago <br />it could have been done at 1/2 the cost. <br />Mrs. Nardini commented that a few years ago water was contemplated for <br />the entire City and the people were so against it that the Council <br />backed off. <br />Mr. Knoxiem asked if the time was appropriate for bui1ding a City debt <br />at today's interest rates. <br />Mayor Hanson stated that the City felt that in view of the economy <br />contractors might be hungry. Hanson also commented that the City just <br />received a bid on an improvement that was 18% less than the Engineer's <br />feasibi1ity report. Mr. Nanson also informed Mr. Knoxiem that the City <br />recent1y sold some bonds at a good interest rate. <br />The Engineer stated that in 1972 or 1973 the City had a public hearing <br />proposing watermain throughout the entire City. It would have been put <br />in at $6 per front foot and the cost is presently about $22 per front <br />foot. The Engineer stated that there were about two people in favor of <br />it and about 800 opposed. At that time the Council decided to only entertain <br />petitions for watermain improvements. <br />Mrs. Nardini introduced the following resolution and moved its adoption: <br />RESOLUTION N0.
