M~NUTES <br />Ctty Council <br />November 25, 1981 <br />Shoreview The Eng9neer reported that Shoreview has requested to run some water <br />W~ter connections for about 6 lots near the bridge on Rice Street. They would <br />Connection also like control of the water meters. The Eng9neer did not oppose <br />the connection to the Little Canada water main, but suggested that the <br />City supply the meter and maintain it. <br />Mrs. Sc~lze asked how these people would be assessed. The Engineer <br />commented that Shoreview would install the connections. <br />The City Clerk asked about the assessments. Mayor Hanson asked if <br />the City should establish a front foot assessment plus the cost of <br />the junction box to charge these people. The Engineer suggested that <br />these people be assessed what the people on the Little Canada side paid <br />for watermain. <br />The Engineer suggested that he write a letter to Shoreview on this and <br />he will present to the Council at the next meeting. The Engineer also <br />stated that he could not see any other connections that would be requested. <br />Gagne The Attorney reported that Mr. Gagne appeare~ in court 1ast Friday and <br />Matter pleaded not guilty. The Attorney did not feel the pre-trial would be <br />before January. <br />7he Flttorney suggested that the Gagne matter could be discussed at a <br />closed door work session. The Attorney informed the Counci1 that this <br />is allowed under the Open Meeting Law when it concerns litigation, so <br />that 1itigation can be discussed without jeopardizing the City's case. <br />It was the concensus of the Council to have a closed door workshop meeting <br />after tonight's Council meeting to discuss the Gagne litigation. <br />Roseville The Engineer reported that Roseville has contacted him regarding the <br />Emergency installation of an 8 or 10 inch water line across Rice Street for <br />Water emergency water situa tions. The line would be utilized by either the <br />Connection City of Roseville or City of Litt1e Canada. The Fngineer informed the <br /> Council that this had been done in other cities. <br />P4r. Carley stated that he saw no prablem with it and felt it might be a <br />good idea. <br />Mr. Hanson asked the status of the upgradinq of Rice Street. Mr. Carley <br />commented that the State has contacted the property owners on Rice <br />Street and has made offers for easements. The Fngineer stated that the <br />waterline would be installed at the time of the upgrading of Rice Street. <br />Mr. ForsbPrg asked who would pay for this waterline. The Engineer <br />replied that the cost would be shared equally between both cities. <br />The Engineer did not feel it would cost over $10,000. <br />Mr. Carley stated that the line would be used only in emergencies ~nd <br />it would not be metered. <br />Mr. Nanson suggested that the matter be taken under advisement to see <br />how the upgrading of Rice Street progresses. <br />Page -13- <br />
