MIPIUTES
City Council
November 25, 1981
Mayor Hanson asked Mr. Dick Boss, Fire Chief, how the Fire Department
felt about an additional entrance to the park. Mr. Boss stated that
when the park was proposed, the Fire Department wanted the entrance
at that time.
Mr. Forsberg stated that he did not feel the City was asking for too
much. Forsberg commented that there shou1d have been four entrances/exi~s
and the City is only asking for one additional.
Mrs. Sca7ze questioned why the entrance shou1d be urhere the C.ity is
proposing rather than one of the predesignated spots.
Mrs. Nardini commented that that is where the curb cut is. Mr. Car7ey
stated that when the ditch was put in the City had some extra pipe
and it was placed where the City and Mr. hlusnick agreed the second
entrance shou7d be.
Mr. forsberg commented that he did not want to put a hardship on the lady
that would be forced to move because of the entrance, but Mr. Husnick
should not be allowed to drag his feet.
Mr. Parks stated that Mr. Husnick has given the lady 90 day notice.
Mr. Forsberg commented that the Council agreed that it would go this far
until it was convenient for the lady to move. Mr. Fahey stated that
perhaps the Attorney should write a letter to the lady and advise her
of this.
The Attorney stated that it is not only this woman who has the problem
of moving, but the trailers on either side have the prab1em of now being
on a street.
Mrs. Nardini felt that the City should not sent a letter to this lady.
Nardini commented that Mr. Musnick is the property owner, and the City
shou1d be dealing with him.
Mr. Forsberg commented that the City should not put a hardship on the
lady unnecessarily.
Mrs. Scalze asked how much the entrance would cost without using the
ex~sting pipe. The Engineer commented that the City could move the pipe.
The Engineer felt it could cost $a,000 to $5,000 to move the pipe.
Mr. Forsberg pointed out that the cost of the improvement would be
assessed to Mr. Husnick.
Sca1ze commented that she would be more in favor of adding the additional
cost for moving the pipe and puttin~ the road where it belongs. Scalze
stated that if the City forces Husnick to displace someone, a person
on the designatecl roadway should be displaced.
Mr. Flanson suggested that the City Flttorney get together with Husnick
and see if he would like to alter the location of the entrance or if it
should go in as is. P~r. Hanson also suggested the Attorney 1et him know
what it will cost. The Attorney commented that he wi11 try to meet with
Mr. Husnick and report back at the next meeting.
Page -12-
