MINUTES
City Council
December 16, 1981
Mrs. Nardini informed the applicant that the City currently has a new
zoning code. Nardini also stated that the City wants a better job than
it has been getting and better record keeping.
Mrs. Scalze asked if Mr. Zimnieaiicz saw a fence going up without a
permit, if he would hesitate in handling such a situation. Zimniewicz
stated that he would not.
Mr. Fahey asked how an engineer could make out as a building inspector.
Zimniewicz stated that he could not if it were his only livelihood.
Mr. Fahey asked if Mr. Z~mniewicz has dane fire inspections. Mr. Zimniewicz
replied that he had. Mr. Zimniewicz also replied that he has inspected
sprinkler systems. Mr. Forsberg canmented that the City previously
decided that insurance comp~nies should handle these inspections.
Zimniewicz stated that a company can pay for a sprinkler system in three
years time through reduced insurance costs because of the existence
of the system.
The Council thanked Mr. Zimniewicz and informed him that they would be
back in touch with him.
Counci1 then discussed the various applicants. The majority of the Council
was in favor of offering the jo6 to Mr. Locke. Mrs. Scalze expressed
concern that Mr. Locke was looking for a full time position and should
he accept the position in Little Canada and then found a full time
job, the City would lose him.
Mr. Forsberg commented that he knows the City of tdhite Bear thinks very
highly of Mr. Locke.
Mr. Fahey commented that the City could lose any of its employees, the
City could never be sure that one of its employees might not get a better
offer somewhere else.
Council then discussed salary of the building inspector, a percentage of
the fees versus a flat rate or a combination of the two. It was the
concensus of the Council that $1,000 per month should be offered to Mr.
Locke with a possib9lity of paying for his medical insurance.
Mrs. Scalze was concerned that the C9ty was paying too much for the
building inspector position.
Counc9l determined that the hea1th insurance might cost the City approximately
$1,900 per year.
Mrs. Nardini informed the Council that in 1981 the City will pay its
current building inspector approximately $10,000.
Mr. Fahey suggested that the City first offer Mr. Locke less than the
$1,000 per month, possib1y $800 or $900 per month. Fahey stated that Mr.
Locke could be informed that at the end of 6 months the Council would
review the position and by that time may have a better handle on what is
needed.
Page -7-
