MTNUTES <br />City Council <br />December 16, 1981 <br />Mrs. Scalze asked Mr. Miller how he might handle commercial development. <br />Miller replied that at first he would be uncomfortable with it. Miller <br />asked if 5t vaould be possib1e to enlist some help at first in the commercial <br />end of the job. <br />Mrs. Nardini stated that at present the City will be deciding the amount <br />ofi time to be spent in the position and the salary. Mrs. Nardini and the <br />Council thanked Mr. Miller and informed him that they would be back in <br />touch with him. <br />The next applicant was Chester Zimniewicz. Mr. Zimniewicz is currently <br />the building inspector for the City of Lil1ydale and served as rnterim <br />inspector in the city of Hastings. Mr. Zimniewicz is also a structural <br />engineer. <br />Mrs. Sca1ze asked Mr. Zimniewicz if he has ever done any construction <br />work. Zimniewicz replied that he had. Fle also informed the Council <br />that he was one of the instigators in the development of the Uniform <br />Building Code. <br />Mr. Zimniewicz stated that he is presently a consulting engineer and also <br />a truth in housing eva1uator. <br />Mrs. Sca1ze asked Mr. Zimniewicz if he was interested in part-time work. <br />Zimniewicz replied that he was. <br />P4rs. Nardini asked the applicant about h~is salary expectations. Zimniewicz <br />stated that he would prefer to get a percentage of the fees. Zimniewicz <br />also replied to Mr. Fahey's question regarding recordkeeping, that he had <br />no problem with keeping records. <br />Mr, forsberg asked Mr. Z~imniewicz how many inspections he would make on <br />a property. Mr. 2imniewicz replied that he vaould do a soil, foundation, <br />framing and final inspection. Zimniewicz also stated that he was qualified <br />to do heating and p1umbing inspections. <br />The Clerk asked if he would do a check of setbacks. Mr. Zimniewicz replied <br />that this would be the job of the zoning inspec~or. However, Zimniewicz <br />stated that the Council could make this a part of the job description for <br />the building inspector. Mr. Forsberg replied that it would be part of <br />the job in Little Canada. <br />Mr. Zimniewicz replied that once he knew the City's Code the job of <br />enforcing it would be no problem. <br />Mr. Zimniewicz also informed the Council that ifi he had the position he <br />would like a portion of his time not to be governed by set hours. In that <br />way the building inspector could make surprise visits on a contractor. <br />Zimniewicz stated in that way a building inspector would be able to find <br />things a contractor might try to cover up. <br />Mrs. Nardini stated that the City would need set office times. Zimniewicz <br />agreed, but said there should also be unannounced time. <br />Page -6- <br />
