Scalae commented <br />that some senioxs could be millionaires and still get deferrraents. <br />Mr. Fahey suggested that a senior citizen could file an affidavit on <br />their income with the City Clerk and the Clerk could report to the <br />Council whether or not the senior mets the requirements for a deferrment, <br />In that way, the Council would not have to kno~r the senior~ assets. <br />Fahey also stated that he did not believe the deferrments should be <br />granted solely on the basis of age, but there should be a geniune <br />hardship present in oxder for the deferrment to be granted. <br />Mr. Forsberg felt the deferrment policy should remain as it has <br />previously been handled. Mr. Forsberg stated that the senior citizen <br />may need his money for an illness or a nursing home, <br />Hanson stated that the City is not in that bad of a£inancial situation <br />that the polzcy cou7.d not remain as is for senior citizen deferrments. <br />Fahey suggested that the senior could just File an affidavit stating <br />that his ~~~~~, p~y~~~~ g'or ttz~ a~~~ssment exceeds 2~ of his adjusted <br />gross income. No figures would have to be disclosed. <br />Mrs. Scalze stated that the City could also discuss the situation of <br />a young family that could not afford its ~ssessment. Fahey agreed <br />that there could be the situatioxi o£ a young family without much <br />money and a senior citizen with a lot of money. <br />The Attorney suggested that the Council handle the situation by <br />Council resolution rather than ordinance, A resolution is easier to <br />amend and there is no publication requirement. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RE50LUTION N0. 82-1-1~8 - ADOYTING A 5ENIOR CITIZEN DEFERRED <br />ASSE MENT YOLICY AS OUTLINED IN THE CITY ATTORNEY~S LETTER <br />DATED JANUARY 21, 1982 BEGINNSNG WITH THE STATEMENT IN THE <br />THIRA PARA.GRAPH ON NAGE TWO OF THAT LETTEH: <br />~~The City Council of the City o£ Little Canada determines <br />that deferral of special assessments £or certain senior <br />citizens is in the public interest~ and it is necessary <br />that the City Council establish its general policies and <br />guidelines for granting ssid de£errals o% special assessments <br />for senior citizens; therefore, the City Council endorses <br />the principle of deferment of special assessments for certain <br />senior citizens, where the payment of said special assessments <br />would constitute a hardship~ the City Council~s consideration <br />of the application for granting deferments of special <br />aesessments shall be based upon the £ollowing factors: <br />Yage -11- <br />
