MiNUTES <br />Caty Council <br />January 27, 1982 <br />instructed tne Planner to make his inspection. <br />ivir. Fahey introduced the following resolution and moved its adoption; <br />RESOLUTION N0. 82-1-4'( - ll~:C1,ARiNG THAT THE MCCUMBER <br />LANDSCAYP: BOND BE WITHHELD UNTIL THE END OF MARi;x AT <br />WHICA T1ME THE CITY PLANNEH SHUULll MAK~; AN INSPECTION <br />OF THE LANDSGAYlNG AND t~:PORT BACK 'PO THE COUNCIL AT <br />THE SECUND COUNCIL MEE'P1NG IN MARCH <br />The foregoing resolution was duJ.y seconded by Mrs. Nardini, <br />pyes (4) Fahey, Nardini, Forsberg, 5calze. <br />Nayes (1) Hanson, <br />Resolution declared adopted. <br />This resolution appears in Resolution 13ook No. ti, Yage 2'7. <br />Senior The City 8ttorney inf'ormed tne Council that the City can adopt a <br />Citizen poli.cy witn regara to dei'erring senior citizen assesscnenLS by either <br />lleferred resolution or ordinance. The Legislatwre also allows the City to <br />Assessments set a similar procedure for disabled persons. Mr. Sweeney suggested <br />that the procedure should on7.y apply to future assessments and the <br />Attorney submitted a letter to the Council outlining standards. <br />I~ir, Sweeney also stated that the Counci"1 can set standards as long <br />as it treats people on a consistent basis. <br />Mr. Fahey commented that this means the Council could grants deferrments <br />to a:tl senior citizens as long as it did the same for all seniors <br />requesting such deferrments. <br />Mr. Sweeney stated that tuis was correct. <br />Mrs. Scal~e asked why the figure oi 2/a was inc,~uded in Mr. Swesney~s <br />letter. Sweeney stated that he used this figure because that is the <br />figure used by some of the other cities he is £amiliar with. <br />Mr.k'ahey asked about the five year review provision. Fahey stated that <br />five years seemed a long time and he would rather have a three year <br />review. <br />Mrs, Scalze asked how the City could determine the 2~ £igure if a <br />senior citzzen has xiot £iled a tax return. Mr. Sweeney stated that <br />the City could require the senior citizen to aubmit a sworn a£fidavit <br />stating income. <br />Mrs, Nardini stated that she did not feel it was anyone~s business <br />what a senior citizen had and did not want to see this information <br />be made a part of public records. <br />Mayor Ranson commented that he felt the City should continue its <br />pxesent policy for granta.ng senior citizen deferrments. F'orsberg <br />stated that he agreed and pointed out that the City did receive <br />interest on these de£errments. <br />Page ..10- <br />
