MINU'PES <br />City Council <br />Pebruary 24, 1982 <br />City's Mill Mrs. Scalze asked about the School District's levying power ~oith <br />Rate regard to the City's sales ratio and if the condominium conversions <br />(Cont.) increased the School District's levying authority. Mr. Voto commented <br />that the City's saLes ratio was lo~o in 1981 but did not effect taxing <br />authority because this was frozen. <br />Mrs. Scalze asked what the Counci.l could do to change the City's position. <br />Mr. Voto replied that in terms of past policy, the City is near an end <br />of the supplemental levies. Voto stated that the City wili live with <br />the bonding policy for the water to~aer, Sanitary Sewer Projects No. 1 and <br />2 and County ditch project. However, ~ohen considering future improvements <br />the Council should look at how they will effect the mill rate. If the <br />Council limits to the 20% general obligation levies~ this would not <br />increase the mi11 rate, but probably decrease it. <br />Mrs. Scalze stated that on a lot of improvements she did not see that <br />20% of tkie cost was the benefit to the rest of the City. Mr. Voto <br />suggested that the City look into what other cities are doing, <br />Mr. Fahey commented that perhaps the City should assess improvements <br />100%. <br />Soo Line The Engineer requeseed Council approval of a Soo Line Railroad Crossing <br />Railroad agreement for the crossing o£ railroad property by a storm sewer. <br />Crossing <br />Agreement Mr. Forsberg introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 82-2-106 - APPROVING TH~ S00 LINE <br />RAILROAD CROSSING AGREEMENT AND AUTFIORI2ING TFIE <br />MAYOR AND CITY CL,ERK TO SIGN TkIi5 AGRE~PfENT <br />The foregoing resolution was duly seconded by Mr. Hanson. <br />Ayes (4) Forsberg9 Hanson~ Scalze9 Fahey. <br />Nayes (0). <br />Resolution declaxed adopted. <br />This resolution appears in Resolution Book No. 8, Pa~e 67. <br />Water On Mr. Hanson reported that he has been contacted regarding an interest in <br />Iona Lane ~aatermain improvement on Iona Lane. Mr. Hanson stated that he wi17, inform <br />the people to try to get a petition signed by 100% of the proper.ty owners9 <br />and, therefore, a public hearing cvill not Ue necessary. Mr. Eianson asked <br />if 100% of the people do not sign, if there was time for a public hearing <br />so that the improvement, if passed, could be made a part of the upcoming <br />~oater project. The ingineer replied there was time for a public hearing, <br />[•lork on the water project is expected to begin June 1. <br />The Engineer also reported that there is enough money in the Park Avenue <br />fund to cover the change-order that would be necessary for Iona Lane <br />should water be approved. <br />Page -16- <br />
