I~INUTES <br />City Council <br />February 21~, 1982 <br />Viking Mr. Koopmasx, a resident on Viking Drive, commented that a lot o£ <br />PartnershiF~ problems could be solved by making the exit ramp on Highway 36 a <br />Proposal no-right-turn-on-red. This would give people on Uiking Drive more <br />(Cont.) opportunity to get onto Hice Street. <br />Mrs, Scalze commented that most of the people working at St. Jude~s <br />exit on }3-2 and there is not the problem on Viking Drive that the <br />City first anticipated. <br />Mr. Joe Bxinkman, a Roseville resident, informed the Council that he <br />lives on Minnesota Street in Roseville and it is impossible to go <br />north on Rice Street £rom Minnesota. Street. <br />Mr. Roger Coan of Cub Foods appeared before the Council. Mr. Coan <br />stated that Cub Foods is concerned about the intersection of Rice <br />Street and ~linnesota Avenue. Cub Foods feels that more business <br />in the area wil'1 add to the congestion and stated that Cub Foods <br />would like a tra£fic light at this intersection, <br />Mr. Forsberg co~runented that bef'ore a traffic light can be obtained, <br />there must be a problem at an intersection. <br />Nir. F'ahey stated that he liked the F.ngineer~s recommendation for the <br />road at the end of Minnesota Avenue, if it is determined that a road <br />is needed. Fahey al.so felt the no right turn on the freeway would <br />also help the problem, <br />The Engi.neer stated that by building a road~ this will not eliminate <br />the need for a stop light. <br />Mr. Forsberg commented that it would take from 1 to 2 years before <br />the State would complete traf£ic studies at this intersection. Forsberg <br />felt that the City could not hold the developers up as the property has <br />been sold and the City~s Comprehensive Plan has been approved. <br />Mr, k'ahey aslced i£ it were possible to assess the cost of a traf£ic <br />light against Cub F'oods and the other businesses in the area. The <br />City Attorney stateci that he was not sure the cost could be assessed, <br />but suggested that some sort of contract could be entered into by the <br />businesses £or payment o£ the light. <br />Nlrs. Scalze stated that the City could compel the new developer to do <br />this, but could not compe~. the existing businesses to enter into such <br />a contract. <br />Someone in the audience asked if £our-way stops at this intersection <br />would be possibie. The Engineer stated that he doubted the State FIighway <br />Department would a,pprc,vr t~~ese on a State hignway. <br />Mr, Fahey commented that in view of State funding he vaould not be <br />uncomfortabl.e in asking a developer to contribute to the cost o£ a <br />traffic light. Fahey also stated that he da.d not feel the Council <br />had to hold up the project because of the road issue. Fahey stated <br />Yage -6- <br />
