MINUTES <br />City Council <br />February 2L~~ 1982 <br />Viking that any approval should be contingent upon the developers agreeing <br />Yartnership to participate in the costs o£ a traf£ic li~ht based on the raanount of <br />Proposa7. area they are developin~;, Fahey stated that whether the City got other <br />(Cont.) businesses to participate did not matter~ but at least some o£ the <br />costs of the light would be deferred. <br />Mr. Forsberg stated that he was not in favor of chargin~ Viking <br />Yartnership .for this if other businesses in the area were not going <br />to be charged, <br />Mr. Fahey stated that he would like the City Attorney to research <br />the matter with regard to whether the City cou7.d assess the cost <br />of the light or whether it would have to be handled by a contract, <br />Mr. Newman stated that the Council is forgetting that the problem <br />existed before the shopping center was even considered. P'ahey stated <br />that the center will add to the problem and the cost o£ the light <br />to Viking Partnership should be based on the amount of tra£fic the <br />shopping center would generate. <br />I~is~. Newman stated that i£ the other businesses in the area participate <br />in the cost, then Viking Partnership would be willing to do so also. <br />Mr. F'orsberg stated that he agreed with this, <br />Rocky Waite commented that the Council is forgetting about the amourzt <br />of taxes that will be generated by these businesses, Mr, 4daa.te stated <br />that the City will be collecting taxes £rom tYzese businesses for the <br />next 100 years and will be a service to Little Canada. <br />Fahey stated that the businesses will aJ.so make a demand on City services, <br />Nirs. Scalze commented on the City~s mil'1 rate and that the City has a <br />good ta~c base, but with fiscal disparities, the City does rzot get to <br />keep all the t~es it collects. <br />Mr. 'Pom Hart, an attorney for the owner of a portion of the property to <br />be purchased by Viking Partnership, appeared before the Council, Mr, <br />Hart was concerned how the road issue would effect his client~s property. <br />Mr. Hart represents the owners of lots 36~ u9 and 50 in the area. <br />f/,r. Fahey stated that based on the ~gineer~s road configurations he <br />was in £avor o£ the road at the end o£ Minnesota i£ it is determined <br />there was a need £or a road. This location would not effect the <br />propez^ty owners represented by Mr. Hart. <br />I1r. Newman requested the Council to consider tentative approval subject <br />to approval oi' the plat and drainage, The Engineer commented that there <br />is no problem with sanitary sewer, watermain or storm sewer for the <br />proposal. <br />Mrs. Scalze asked i~lr. Newman why there are two signs proposed for the <br />shopping center, Mr. Msrgolis replied that the sign located on Viking <br />Drive would be visible from Highway 36, 1^he other sign would be <br />located at the entrance to the center. Margolis commented that the size <br />of the signs are within what is allowed by City Ordinance. <br />Yage -7- <br />
