Aanson pointed out that the ordinance pr.ovides that bingo can <br />be played five times per year with no license. <br />Mr. Pahey stated that he was not in favor of a fu11-ti.me bi.ngo hall <br />opening across the street £rom Che Fire Hal1 which has operated bi.ngo <br />for the past 25 to 30 years. <br />Mrs. Nardini pointed out that on page 5 of. the ordinance there is <br />a ref.erence to the Law of 1976< Accordinp, to this ordinance, the <br />City wou?d havc to appLy t.his l.aw as the City's bingo ordinance <br />i.E it has not adopted another ordinance. 'Pherefore, the City already <br />has a bin~;o or.dinance in efEect. <br />Mr. P'ahey commenT.ed that Chen the Ci.ty only has to address the amount <br />of: the fee and how the City wants to L~im~it the operati.on of bingo. <br />Mr. Hanson stated that tmder the ordinance, St. .John's ~oould not <br />have to apply .f.or a per.mit as i.t has less then 5 bi.ngo occasions <br />per year. <br />P4r. Pahey stated that he saw nothing wrong with this, he just does <br />not want a fu11-ti.me bingo operation. <br />The Ci.ty Clerk pointed out that there could be different organi.zations <br />there all the t.i.me operati.n~; bingo. <br />Kr. Pahey suggested that perhaps in additi.on to the State regulations, <br />the City would want to adopt some restrictions. <br />Mrs. Nardi.ni sug~;ested that the City Attor.ney chedc into it, <br />Mrs. Scalze suggested that per.haps even five bingo occasi.ons per. year <br />shouLd require a license. <br />Mr. Fahey suggested that some changes be made under Section 349,17, <br />Subd. 3. Mrs. Scalze pointed out that the chanp,e sugp,ested would <br />allow one bingo occasi.on e~ch weelc. <br />Mr. Sweeney stated that the or.dinance could not be drawn up di.f.f:er.entiating <br />f.rom resident and non-resi.dent organizations. <br />Mr. Pahey suggested that the matter be tabled unti.l the end of. ttie <br />meeti.n~; and the Council hear those people waiting in the audi.ence. <br />Mrs. Scalz,e introduced the followi.ng reso7.ution and moved its adoption: <br />Page -3- <br />
