Council apreect. <br />Agenda <br />Item No. 12 <br />Manufactured Mr. Fahey reported tltat he lilces the f3laine ordinance as re~ards <br />}lomes manuf:actured homes. l~lowever, Pahey suggested that under. paragraph D <br />of this ordinance the restr:iction should 6e changed to £350 f.eet. <br />Agenda Under paragraph P the width requiremenC shoul.d be 20 feet rather <br />Item No. 13 than 24 and that paragraph I1 and J should be struck. <br />Mrs. Scalze stated that she felt l~li)D cerCifi.cation should be a <br />reyuisement as t:hi.s would preclude old trailers pri.or Co 1977. <br />Mr. Pahey stated Chat these trai.l.ers still had [o meet bui.l.ding code. <br />Mr. Loclce commented that he Chought State building code was met <br />prior to 1977. Loclce commented that the 1-IU^ certzf.ication equals <br />or exceeds the State building cocle. <br />Mr. Pahey stated that he felt the City should not r.equire that a <br />mobi.lehome meet 1iUD which is more restricti.ve than Ui3C. Fahey felt <br />it was suf.fi.czent to require that 1J13C be met. <br />The 13ui.1ding Inspector reported that the City presently requi.res 1040 <br />square feet. Mrs. Scalze stated that if thi.s is the Ci.ty's Code, the <br />City shoul.cl not requi.re less. Mr. Loclce recommended that Che 1040 <br />syuare footage r.equirement r.ernain as i.s. <br />Mr. Locke stated that he felt the I3laine ordi.nance was too restrictive. <br />Mr. Locke commented that manufactured homes industry is loolcing f:or a <br />couple of resCrictive or.dinances that it could test in court. Mr. <br />Locke f.elt that the City should be looking aC the width requirement and <br />tlte foundati.on requirement. Loclce stated that under the 1J13C an approved <br />system is requised f.or the foundati.on requirement. <br />Mr. Porsberg poi.nted out that a single Eamily home does not have to <br />have a basement. <br />Mrs. Nardi.ni commented that the mobil.ehomes come wi.th an engineered <br />system for tied downs. Nardini stated that the Iluildin~ InspecCOr <br />does not f.ee1. that anythi.ng else should be necessary. <br />Mr. Loclce pointed out that a sin~le f.amily home is only connected to <br />its foundation by bolts every so many feet. <br />Mrs. Scalze pointed out that the City requires footings at least Lor <br />a single family home and >hould not be less restricCive for a manufactured <br />home. <br />Page -8- <br />
