C. Effect. A sign may be erected, mounted, displayed or maintained in the City if it is in <br />conformance with the provisions of these regulations. The effect of this chapter, as more <br />specifically set forth herein, is to: <br />1. Allow a wide variety of sign types in commercial zones, and a more limited variety of <br />signs in other zones, subject to the standards set forth in this chapter. <br />2. Allow certain small, unobtrusive signs incidental to the principal use of a site in all <br />zones when in compliance with the requirements of this chapter or when required by <br />federal, state or local law. <br />3. Prohibit signs whose location, size, type, illumination or other physical characteristics <br />negatively affect the environment and where the communication can be accomplished <br />by means having a lesser impact on the environment and the public health, safety and <br />welfare. <br />4. Provide for the enforcement of the provisions of this chapter. <br /> <br />916.020 DEFINITIONS <br /> <br />A. Sign means any structure, fixture, placard, announcement, declaration, device, <br />demonstration, or insignia used for direction, information, identification, or to advertise or <br />promote any business, product, goods, activity, services, ideas, or interests. A sign shall <br />not be deemed to be include any transparent window cling(s); architectural <br />embellishment(s) of a building not intended to communicate information; murals; any sign <br />or structure that is not visible from an adjacent street, property line or building on an <br />adjacent property. <br />1. Advertising Sign. A billboard, poster panel, painted bulletin board, illuminated neon <br />sign, or other communication device which is used to advertise products, goods, <br />and/or services which are not exclusively related to the premise on which the sign is <br />located. <br />2. Area Identification Sign. A freestanding sign which identifies the name of a single or <br />two-family residential subdivision; a residential planned unit development; multiple <br />residential complex consisting of three (3) or more structures; an office or business <br />structure containing three (3) or more independent operations; a single business <br />consisting of three (3) or more separate structures existing on individual platted lots or <br />as a planned unit development; or any integrated combination of the above. Said sign <br />shall be limited only to the identification of an area or complex and shall not, unless <br />approved by the City Council, contain the name of individual owners or tenants. An <br />area identification sign shall contain no advertising. <br />3. Banner. A sign constructed of cloth, paper, plastic or other material upon which copy <br />is written and supported fastened to buildings or other permanent structures and that is <br />supported or anchored on two (2) or more edges or at three (3) or more corners. <br />Banners also include such signs which are anchored along one edge, or two (2) <br />corners, with weights installed that substantially reduce the reaction of the sign to <br />wind. Banners are only allowed on a temporary basis and may not be used as <br />permanent signage <br />4. Billboard. An off-premises advertising sign in excess of 300 square feet designed to <br />display posters, other composite graphic advertisements, or digital or dynamic <br />displays for products or services sold elsewhere.
