5. Business Sign. An outdoor sign that portrays, through the use of words, letters or <br />symbols, the type or name of any business conducted on the premises or the name of <br />the individual firm, association, corporation or profession conducting business or <br />selling of a product or service obtainable on the premises. <br />6. Commercial Speech. Speech advertising a business, profession, commodity, service or <br />entertainment. <br />7. Comprehensive Sign Plan. A sign plan for a building and its associated grounds, a <br />multi-building development site or a multi-tenant building indicating the number, <br />types, locations, dimensions, materials, and colors of signs proposed. <br />8. Construction Sign. A temporary sign erected on the premises prior to or during <br />construction, indicating the names of the architects, engineers, landscape architects, <br />contractors or similar artisans, and/or the owners, financial supporters, sponsors, and <br />similar individuals or firms having a role or interest with respect to the structure or <br />project. <br />9. Directional/Information Sign. A sign that guides the movement of vehicles or <br />pedestrians within a property <br />10. Dynamic Display Sign. Any sign designed for outdoor use that is capable of displaying <br />video signal, including, but not limited to, cathode-ray tubes (CRT), light-emitting <br />diode (LED) displays, plasma displays, liquid-crystal displays (LCD), or other <br />technologies used in commercially available televisions or computer monitors. Signs <br />with this technology which are placed by a public agency for the purpose of directing <br />or regulating pedestrian or vehicle movement are exempt from this article. <br />11. Freestanding Sign. A sign that is attached to, erected on, or supported by an <br />architecturally planned structure (such as a pole, mast, frame, or other structure) that is <br />not itself an integral part of or attached to a building or other structure whose principal <br />function is something other than the support of a sign. This definition includes pylon <br />signs and monument signs. <br />12. Gross Silhouette Area. The area within an outline drawing of the principal building as <br />viewed from the front lot line or from the related public street(s). <br />13. Holiday Display. A display of lights or messages which relate to a specific holiday <br />period. Such displays shall not be considered to be “signs” for the purposes of this <br />ordinance, provided that they do not contain any advertising or business identification. <br />14. Identification Sign. A small, incidental sign used to display essential information about <br />a property or business, typically including names, addresses, or other identifiers, to <br />help identify the premises. <br />15. Illuminated Sign. Any sign which is lighted by an artificial light source either directed <br />upon it or illuminated from an interior source. <br />16. Institutional Sign. A sign which identifies the name and other characteristics of a <br />public or semi-public institution on the site where the sign is located. <br />17. Integral Sign. A sign carved into stone, concrete or similar material or made of other <br />permanent type construction and made an integral part of the structure. <br />18. Legal Non-Conforming Sign. Any lawfully established sign, which, on the effective <br />date of the ordinance from which this article is derived, or amendment thereof, does <br />not comply with the sign regulations of the zoning district in which such sign is <br />located.
