(a) Banners and pennants shall be maintained in an aesthetically pleasing manner <br />and shall be free of tears, fraying, or fading when viewed from the public right- <br />of-way. <br />(b) Banners must be affixed to the building or mounted between the poles of an <br />existing, double-post pylon sign securely affixed by all four corners. <br />(c) In the case of pennants, they must also be affixed to the building or a pylon sign <br />and secured by both ends. <br />(d) The city will remove banners and pennants that are not maintained in an <br />appropriate manner. Banners and pennants may not encroach into the public <br />right-of-way. <br />4. Balloons, blow up sign, no more than 35 feet in diameter, may be used as a temporary <br />sign no more than one time a year for no more than 5 consecutive days, except in the <br />case of a “New Business” as provided for in this Chapter. <br />5. Fee. Each application for a temporary sign shall be accompanied by a fee and deposit <br />as established by the Fee Schedule. In the event that the sign is not removed by the <br />permit expiration date, the City shall not refund the deposit. The city may apply other <br />enforcement remedies as well. <br />6. New Businesses. New businesses in the C, PUD or I Districts shall be allowed up to <br />four (4) additional temporary sign permits during the first twelve (12) months of the <br />opening of a new business. These “new business temporary signs” can include up to <br />three (3) signs, subject to the height and size requirements of temporary signs, <br />consisting of a combination of portable signs, banners, pennants, or balloons. For new <br />businesses, the 30-day waiting period between issuance of temporary sign permits does <br />not apply. <br /> <br />916.090 BILLBOARDS <br /> <br />A. Maximum Number in City <br />1. The maximum number of billboards allowed in the City is three (3). <br />2. Existing billboard signs may be upgraded and modernized to the most current <br />technology for either a static or dynamic sign face(s), or relocated, subject to the <br />general requirements listed in this Section. <br />B. General Requirements: <br />1. Billboards may be erected along and intended to be viewed from only Highway 36 and <br />Interstate Highways 35E and 694. Billboards are allowed only in the following zoning <br />districts: C-1, I-1, and I-2 districts. <br />2. The maximum allowable area of any sign face, whether a single sign face or each face <br />of a back-to-back or V-shaped sign, shall not exceed 700 square feet per sign face <br />3. The maximum allowable height of any billboard is 35 feet. <br />4. The minimum allowable distance between billboards as measured along the centerline <br />of Trunk Highway 36, I-35E, and I-694 is 1,500 feet. This distance includes billboards <br />located outside Little Canada, which are considered part of the buffer area for <br />measuring spacing requirements. <br />5. The minimum allowable proximity of any billboard to any residentially zoned <br />property or a nonconforming residential structure is 500 feet.
