6. The minimum allowable proximity of any billboard to any interstate or state trunk <br />highway right-of-way is ten feet, and the maximum distance from the same is 150 feet. <br />7. The sign structure shall maintain a minimum setback of 10 feet from any property or <br />right-of-way line. <br />8. Required architectural treatments: <br />(a) All visible sign support columns shall be concealed with an approved <br />architectural treatment primarily consisting of natural stone, brick, approved <br />masonry panels, stucco, or architectural metal. <br />(b) The primary support column for any billboard shall prominently display a <br />stamp or insignia of the City of Little Canada, visible to motorists at the passing <br />distance of vehicles. Placement, design, and size shall be approved by the <br />Community Development Department. <br />(c) Ground equipment and facilities shall be screened from view using landscape <br />materials. <br />C. Additional Requirements for Dynamic Billboards <br />1. The image or any portion thereof must have a minimum duration of eight (8) seconds <br />and must be a static display. No portion of the image may flash, scroll, change color, <br />imitate movement in any manner, or otherwise meet the characteristics of a flashing <br />sign. <br />2. The image must have a change sequence accomplished by means of instantaneous re- <br />pixelization. The image may not change in a manner or by a method characterized by <br />motion or which depicts actions, or a special effect to imitate movement (such as fades <br />or bursts). <br />3. The sign image must contain a complete message and not be continued to a <br />subsequent image. <br />4. The sign shall not exceed a maximum brightness of 0.3 footcandles above the ambient <br />light conditions as measured a horizontal distance 250 feet from the sign face. The <br />sign shall include automatic dimmer control. <br />5. Before an existing billboard can be modified to include a dynamic display, all general <br />requirements, including the architectural treatments shall be installed. <br />6. Every Dynamic sign must provide the City with a minimum of five hours (2,250 eight <br />(8) second spots) per month for community and public service messages at equitably <br />scheduled times throughout the day. City shall provide the content. <br />7. Dynamic signs shall be part of the State of Minnesota’s public safety alert system if <br />said system is operable and incorporates dynamic display billboards. <br /> <br />916.100 FEES, LICENSES AND PERMITS <br /> <br />A. Fees. <br />1. Payment Fees. The license or permit fee and other charges set forth in this Chapter <br />shall be collected by the City before the issuance of any license or permit. <br />2. Double Fees. If a person begins work of any kind for which a license or permit from <br />the City is required, without having secured the necessary license therefore, either <br />previous to or on the date of commencement of such work, he shall, when
