Respondents are also asked to provide three references with similar population size, and in particular, success with Minnesota communities in similar size. At the September 25, 2024, City Council meeting, staff requested consideration to issue a request for quotes for the city-wide community survey, which was approved by the City Council. On September 26, staff issued the request for quote. Three proposals were received (Polco, ETC, and Morris Leatherman) and analyzed as outlined below.
