Little Canada City Code 827-4 (a) Full name of the property owner and applicant; (b) Address, email address, and telephone number of the applicant; (c) The address and parcel ID for the property which the retail registration is sought; (d) Certification that the applicant complies with the requirements of local ordinances established pursuant to Minn. Stat. 342.13. 2. The applicant shall include with the form: (a) The required local registration fee as outlined in Section 827.060(B); (b) A copy of a valid state license or written notice of OCM license pre-approval; (c) A narrative describing the proposed business; (d) A site plan showing the building to house the business, available parking; (e) Floor plans for the proposed business which show compliance to all MN Building Code requirements. (f) A security plan addressing issues surrounding parking, traffic, securing of monetary transactions, any on-site security personnel, building security and alarm systems both internal and external, screening, lighting, window and door placement, landscaping, and hours of operation. (g) A plan for ventilation of the establishment that describes the ventilation systems that will be used to prevent any odor of cannabis off the premises of the business. Such plan shall also include all ventilation systems used to control the environment for the plants and describe how such systems operate with the systems preventing any odor leaving the premises. For businesses that produce cannabis-infused products, such plan shall also include all ventilation systems used to mitigate noxious gases or other fumes used or created as part of the production process 3. Once an application is considered complete, the City of Little Canada shall process the registration fee and forward the application to the Community Development Department for review. B. Fees 1. A registration fee, as established in the City of Little Canada’s fee schedule, shall be charged to applicants depending on the type of retail business license applied for. 2. An initial retail registration fee shall not exceed half the amount of an initial state license fee under Minn. Stat. 342.11, The initial registration fee shall include the initial registration fee and the first annual renewal fee. 3. A renewal retail registration fee shall not exceed half the amount of a renewal state license fee under Minn. Stat. 342.11 and shall be charged at the time of the second renewal and each subsequent renewal thereafter. 4. A medical combination business operating an adult-use retail location may only be charged a single registration fee, not to exceed the lesser of a single retail registration fee, defined under this section, of the adult-use retail business. 5. The local registration fee shall be non-refundable once processed.
