Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 024-11-128 — APPR O VING THE CONSENT A GENDA WHICH <br />CONTAINS THE FOLLOWING. - <br />Approval of the Vouchers <br />• Approve 2025 Agreement with TimeSaver Off Site Secretarial, Inc. <br />• Approve Final Pay Request to Instituform Technologies for 2024 Sewer Lining Project <br />• Approve Master Signal Agreement with Ramsey County Public Works <br />• Accept 3r1 Quarter 2024 Financial Report <br />• Approve Updated Professional Services Agreement with Inspectron, Inc. for Building <br />Official Services <br />• Approve Final Payment to MacQueen Equipment, LLC for Little Canada Fire <br />Department Aerial Truck <br />The foregoing resolution was duly seconded by Is'-wapick. <br />Ayes (5). Resolution declared adopted. <br />STAFF REPORTS <br />ADOPT 2025-2034 CAPITAL IMPROVEMENT PLAN <br />The Finance Director stated that the Council held a workshop on this topic prior to this meeting and <br />noted that the Council packet does include more detailed information for residents that may be <br />interested in that information. He provided information on the seven capital project funds that the City <br />currently manages and provided more specific information on the fund 400 and proposed 2025 budget <br />and projects. He reviewed the projected fund balance noting that the City will most likely need to look <br />at alternative funding sources for the fund in the future. <br />Mayor Fischer commented that most likely the community building will be spread over multiple years <br />and not solely within 2027. <br />The Finance Director provided more detailed information on each of the other six capital project funds <br />including funds 450, 456, 457, 603, and 604. <br />Mayor Fischer commented recognized the importance in planning for the future and continuing to <br />review as they go along to ensure things are still in alignment and adjust as needed. <br />Kwapick recognized that this is for planning purposes, with more specific projects planned for the next <br />few years, and also recognized that just because an item is included in the plan does not mean it has <br />been approved and funds have not yet been allocated. He referenced the pedestrian bridge and asked <br />the grant source. The City Engineer stated that the revenue source is mostly a placeholder as the City <br />continues to seek multiple different grant sources. <br />3 <br />
