UT -_Li <br />CITY COUNCIL <br />NOVEMBER 13, 2024 <br />D. Miller appreciated the hard work of staff and the vision in order to budget and prepare for future <br />expenditures. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-11-129 — APPROVING THE 2025-2034 CAPITAL <br />IMPROVEMENT PLAN (CIP) <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ACCEPT FEASIBILITY REPORTS AND CALL FOR IMPROVEMENT HEARINGS FOR <br />THE 2025 STREET IMPROVEMENT PROJECTS <br />The City Engineer provided background information on infrastructure improvement planning and <br />presented information on the proposed 2025 street improvement projects for Nadeau Road, Stoneridge <br />Court, and Maple Leaf Court. He reviewed the proposed street improvements, utility improvements, <br />estimated costs and financing, and special assessments. He provided additional information on the <br />meetings that staff has had with property owners in anticipation of the project and to discuss potential <br />assessments. He reviewed the actions before the Council tonight and anticipated project timeline. <br />Kwapick provided input he has received on Maple Leaf Court related to school bus traffic.. <br />Gutierrez referenced the corner lot assessment rate, noting that the properties on Nadeau do not use <br />Nadeau for access and asked why they would be assessed at a full rate for a road they are not using. <br />The City Engineer explained that while the assessment policy includes the corner lot formula for <br />residential properties, commercial properties pay full assessment for all sides of their property. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-11-130 —RECEIVING THE FEASIBILITY REPORT AND <br />CALLING FOR IMPROVEMENT HEARINGS FOR NADEAUROAD (CITY PROJECT <br />NO. 2025 PW41), MAPLE LEAF COURT (CITYPROJECT NO. 2025PW79), AND <br />STONERIDGE COURT (CITYPROJECT NO. 2025 PW80) ONDECEMBER 18, 2024 AT <br />7.30 P.M. <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPROVE 2025-2029 AGREEMENT WITH RAMSEY COUNTY SHERIFF'S OFFICE FOR <br />LAW ENFORCEMENT SERVICES <br />The City Administrator explained that tonight the Council is asked to consider the contract prior to the <br />Ramsey County Commission's review later this month. He commented the significant amendments <br />11 <br />
