MINUTES <br />Ctity Council <br />Apr.i.l 7_7, 1983 <br />North Mr. Pahey stated t:hat i.n other developments the City has requirecl the <br />Suburban developer to plan for the future development of the surrounding <br />Corp. (Con[.) pr.operty. Tahey stated that the City could r.equi.re Mr. Schrier to <br />provide for a continuati.on of the roacl easement across R-3 to <br />tal<e care of. the traffic situati.on. <br />Mrs. Scalze pointed out that the Ci.ty has a Partc Char~e Ordinance <br />that would apply to his development, <br />Mr. Porsberg pointed out that there were only 13 people present on <br />the matter and 46 people who did not car.e to be heard. <br />Mr. Pahey stated that this was the last pi.ece of R-3 properCy :in the <br />City and the Council should not tatce acti.on too quickly. <br />P1r. Forsberg staCed that if there was a way to avoi.d another lar~e <br />apartment building i.n the City, the City should try to do it. Mr.. <br />Pahey ap,reed. Fahey stated that he lrnows @Ir. Schrier is a good <br />developer, but he wants to protect the current residents of the CiCy. <br />Mr. Dobney suggested that the City could condemn the property for a <br />parl<, Dobney also poi.nted out that the proposal would provide for <br />a substantial tax base increase to the community. <br />Mrs. Scalze stated that the City does not get that much of a benefi.t <br />*aith regard to increasecl revenue. <br />Mrs. Schultz pointed out that there is no par.lc on Chis side of the <br />freeway. <br />Mr. Schri.er stated that he would wait f.or the recommendation of the park <br />commission ~oith rep,ar.d to par)c charges. <br />Mr. llobney pointed out that only concept approval was bein~; discussed at <br />this poi.nt. Mr. Dobney stated that any general. recreaCional. faci.lity <br />coould probably be li.mited to the people on the site. <br />Mrs. Scalze pointed out that tk~e City's parlc charge is 10%. <br />Mr. Schul.tz aslced if thi.s portion of land would come from a useable <br />portion of. the pr.operty. Mrs. Scalze pointed out that the R-3 portion <br />would be subject to a$100 par.k charge per uni.t. Schultz sCated that the <br />10% park charge caould cUt down the amount of. useable land. <br />P~r. T3ergstrom pointed out that the people of the area have to use Rosevi.lle <br />partcs. Scalze poinCed out that the parlc charge is a decision o£ the Parl< <br />Commission. <br />Mr. Pahey stated that the people on the other side of the freecaay clo not <br />feel there is a need for parl<s as they have large I.oCS.
