This improvement caas pet:i.ti.oned f.or by P'rank Prattalone. <br />Agenda The Planner. reported Lhat the 1.Jniversity of. Minnesota has ex pressed <br />Item No. 4 no opinion on the Improvement. <br />Mr. Hanson pointed ouT, that iL the irnprovement is orclered a joint <br />powers agreement wi.ll be necessar.y with Maplewood. <br />'Che £ngi.neer reported that there are two improvement hearings scheduled <br />tonighto The other is for Viking Drive. Mr. Carley expl.ained that the <br />City combi.nes improvements and assesses the average cost, so Chat <br />everyone pays the same assessment rate. The total cost of the two <br />improvements is about $99,000, Cost per. front foot is estimated at <br />$37.52 wi.th T.he City pictci.ng up 20% of this. 7'herefore, the assess- <br />ment to the property owner will be about $31 per front foot. This <br />is about the same cost: as property owners pai.d last year. <br />'Che Pngineer explained that the Maplewood property owners would pay <br />the full $37.82 per front f.oot as they are not contributing to the <br />tax levy in I.i.ttle Canada. <br />Mr. Pahey askecl i.f the watermain would go on the east side of Arcadee <br />The ~ngineer replied that this is correct and pointed out that the <br />sewer is on the other sidee Mr. Carley explained that there is no <br />inCention of tearing up the street and the water.mai.n will go in on <br />the boulevard. Where poss.ible the watermai.n will be tunneled under <br />ctri.veways. <br />Mr. Li.nder i.nformed the Council that he is agai.nst the improvement:. <br />Linder pointed out that he has 220 feet on Ke11er Parkway and thi.s <br />would result in about a$7,000 assessmenta Linder did not feel that <br />the water.mlin would benefit him. <br />Nardini poinCed ouC that some day watermain will go around the lake, <br />and then Mr. Linder would not be assessed. Linder. stated that he <br />cvould rather pay then as he only has 75 feet of frontage on the lalce. <br />The Engineer commented that the Linder loC would only be assessed <br />for 1.10 0£ froncage, or half ot the total. <br />Linder stated that he did not want to pay for 1/6th of: an improvement <br />that wi.11 benef:it Maplewood, The Engineer stated that without the <br />Maplewood people, the assessment would be higher. <br />Mr. Lon~; commented that he is in £avor of ti~e improvement. However~ <br />I.,ong stat:ed that if the improvement coill service the Anderson <br />development, then he would be opposed to it. Mrse Nardini replied <br />that the City has placed a stipulation on this that the water will <br />not be extended to the Anderson development.
